EWG46 10.b. PREE & CEEDS - 1/8 The 46 th Meeting of APEC Energy Working Group (EWG) Da Nang, Viet Nam, November 2013 Cooperative Energy Efficiency Design for Sustainability (CEEDS) 10.b. Cooperative Energy Efficiency Design for Sustainability (CEEDS) Kazutomo IRIE General Manager, APERC

EWG46 10.b. PREE & CEEDS - 2/8 10.b. (5)Objectives and Activities of CEEDS Phase 4 10.b. (5) Objectives and Activities of CEEDS Phase 4 Objectives of CEEDS To promote “high-performance” energy efficiency policy measures in developing economies in the APEC region. To assist developing economies who wish to design and implement measures for achieving energy efficiency improvements in a specified sector. Activities of CEEDS: Analysis / Study on energy saving potential A set of two workshops to study on how the best practice policy measures might be implemented in the selected sector

EWG46 10.b. PREE & CEEDS - 3/8 Work Plan on CEEDS: CEEDS Phase 1 on “Appliance Energy Efficiency Standards and Labelling “ CEEDS Phase 2 on “Building Energy Efficiency Codes and Labelling “ CEEDS Phase 3 on “Energy Efficiency for Urban Passenger Transportation” CEEDS Phase 4 on “Promotion of Energy Service Companies (ESCOs)” 10.b. (6)Work Plan on CEEDS 10.b. (6) Work Plan on CEEDS

EWG46 10.b. PREE & CEEDS - 4/8 The first workshop of CEEDS Phase 4 was hosted by Thailand in January Chile, China, Malaysia, and Thailand participated in the first workshop. The second workshop for CEEDS Phase 4 was hosted by Chinese Taipei on March Only Malaysia and Thailand participated in the second workshop. 10.b. (7)CEEDS Phase 4 10.b. (7) CEEDS Phase 4

EWG46 10.b. PREE & CEEDS - 5/8 10.b. (7)CEEDS Phase 4 10.b. (7) CEEDS Phase 4

EWG46 10.b. PREE & CEEDS - 6/8 10.b. (7)CEEDS Phase 4 10.b. (7) CEEDS Phase 4

EWG46 10.b. PREE & CEEDS - 7/8 10.b. (8) Possible Option for future CEEDS 10.b. (8) Possible Option for future CEEDS CEEDS is a very complicated project: Two workshops in two different economies The same participating delegates and expert speakers for both workshops in principle. Given the resource constraints of APERC, it is necessary to much simplify the scope of the project. Two workshops only for the several participating economies, inviting several experts twice ↓ One workshop open to the all APEC economies, inviting fewer experts at once

EWG46 10.b. PREE & CEEDS - 8/8 10.b. (8) Possible Option for future CEEDS 10.b. (8) Possible Option for future CEEDS This Workshop is  To be integrated into PREE (i.e. no longer an independent project)  To be renamed ex. “Energy Efficiency (EE) Policy Workshop”  To select the topics from the key issues highlighted in the previous PREEs  To be held in conjunction with one of the two bi- annual meetings of EGEE&C (Expert Group of Energy Efficiency and Conservation)
