3  Decommissioning Preparation Activities ◦ System Draining/Lay-Up (50 Systems/24 Complete/11 In Progress and will be complete by the end of this year). The remaining Systems are scheduled in the future. ◦ Building Power and Services Removal – Ongoing  Emergency Plan Update ◦ Conducted an E-Plan Drill on October 21, 2015 as part of ongoing training and Emergency Response Organization (ERO) qualifications. ◦ Successfully completed a test of the sirens on November 7,  NRC Inspection Activities ◦ On-Site Inspection completed the week of 10/26-10/29 ◦ Inspection scope informed by the NRC Decommissioning Program ◦ 3Q15 NRC Decommissioning Power Reactor Inspection Report was issued on October 22, 2015 with no findings.

 NRC Licensing Action/Exemption Status ◦ Nuclear Decommissioning Trust (NDT) License Amendment Request (LAR)  Entergy filed this LAR to change the current requirement in the ENVY Operating License for providing NRC a 30-day notification prior to withdrawals to the NDT.  State filed petitions to intervene before the ASLB  After a review of options, EVY withdrew the LAR on September 22,  On October 15, 2015, the ASLB issued an order granting Entergy’s motion to withdraw the LAR and imposed two (2) conditions:  ENVY must provide written notice to Vermont of any new license amendment application relating to the NDT at the time such application is submitted to the NRC.  ENVY must specify in our withdrawal notifications whether the disbursement includes one of the six line items or legal expenses.  ENVY will continue to comply with its existing license conditions as well as the new conditions and will continue to provide notifications to the NRC at least 30 days in advance of any withdrawals from the trust fund. 4

 NRC Licensing Action/Exemption Status ◦ Commingled Funds Exemption  Approved and issued by the NRC - June 17, 2015  State, GMP and VYNPC petitioned the D.C. Circuit for review of NRC’s issuance of the commingled funds exemption – August 13, 2015  Entergy filed a motion to intervene – September 2, 2015  State of Vermont notified Entergy that in accordance with 30 VSA Sections 20 and 21 the costs of litigating this petition, the costs will be “billed-back” to Entergy. 5

 Vermont State Agency Interactions ◦ Public Service Board (PSB) – Second ISFSI Pad CPG  Filed supplemental pre-filed testimony in May 2015 to explain results of additional soil analyses, update pad construction schedule, revise plans for security diesel generator, and revise dry storage funding plan.  Completed first two rounds of discovery in July  Pre-filed testimony received from DPS, ANR, WRC, and NEC in August  Entergy discovery requests issued to ANR and WRC on September 2, 2015  Entergy filed an Objection to Admission of Pre-filed Testimony of Mr. Ray Shadis on Behalf of NEC – September 18,  Responses to Entergy’s discovery requests received September 30,  Entergy’s Pre-file Rebuttal Testimony issued October 21,  Discovery on Entergy’s Rebuttal Testimony received on November 4,  Responses to Discovery on Rebuttal Testimony due November 25,  Approval expected in May
