EUROPEAN UNION THE IDEA Education is defined as the process in which society deliberately transmits its accumulated knowledge, skills, and values from one generation to another and by definition, involves people in a process of channelling their own creative energy and culture. Educational cooperation in the Black Sea Basin has so far referred mainly to academic, research and student exchanges; However the development of the education sector as a precondition for economic development calls for the introduction of new approaches in the management of the education process, prioritising intercultural communication and eliminating the deficiencies in lifelong learning opportunities.

EUROPEAN UNION THE OBJECTIVES Overall objective: to build capacities for networking and transnational transfer of good practices of educational management in a multicultural environment, in view of strengthening the Education and Training systems in the Black Sea Basin and promoting regional development of Lifelong Learning (LLL). Specific objectives: (i) to promote transnational networking among educational institutions and other relevant stakeholders in the Black Sea Basin; (ii) to strengthen institutional educational management capacities at the local, regional and national level in Bulgaria, Moldova, Georgia, Romania, Turkey and Ukraine; (iii) to develop context-sensitive regional policy plans for the promotion of efficient educational management in the target regions, in view of responding to the changing demands of society and the world of work in a knowledge-based economy and multicultural contexts; (iv) to raise awareness of the EU modernization agenda in the field of education and culture.

EUROPEAN UNION TARGET GROUPS Representatives of educational institutions, public authorities dealing with education, representatives of business and industry, participating in local workshops, seminars and trainings – 270 persons from 6 countries; Experts in the field of education, participating in the expert workshops – 30 persons from 6 countries; Educational institutions – 25 institutions participants in the MANAGE.EDU Network, incl. Partner institutions; NGOs working in fields such as youth, culture, LLL, formal, non- formal and informal education, social issues and economic development – 6 organisations (one NGO per partner country); Students – 50 students from the partner universities; Media representatives – 60 media representatives from the partner countries; General public using the Internet-based MANAGE.EDU tools – 1000 online users and visitors.

EUROPEAN UNION EXPECTED RESULTS (1) (1) 50 recommendations for improving the educational management capacities in the MANAGE.EDU countries; (2) 270 stakeholders mobilized to develop and implement joint initiatives; (3) 25 stakeholder institutions from the Black Sea Basin joined together in a Network, (4) A functional virtual place for networking, peer learning, exchange of information and access to knowledge on educational management and modernization agendas in education, (5) accessible training program for education managers in the Black Sea Basin, (6) Strategic, context-sensitive and needs-sensitive policy plans in the six MANAGE.EDU regions,

EUROPEAN UNION EXPECTED RESULTS (2) (7) Trans-national transfer of good practices of educational management and modernization of education within the Black Sea Basin region; (8) 40 trainees trained to improve the educational management capacities in their host institutions; (9) Increased public awareness of European trends in educational management and multiculturalism; (10) Strengthened habits of networking, multicultural exchange and joint problem solving in the sphere of education in the Black Sea Basin; (11) 2000 local/regional stakeholders, citizens and representatives of the media in the MANAGE.EDU regions informed about the Project and updated on Project activities/outputs.
