Frontex purpose EU agency Independent legal body with management board of Member States’ ’border chiefs’ 260 staff and growing Operational in Warsaw since Oct. 05 ” While considering that the responsibility for the control and surveillance of external borders lies with the Member States, the Agency shall facilitate and render more effective the application of existing and future Community measures relating to the management of external borders.” “…contributing to an efficient, high and uniform level of control on persons and surveillance of the external borders…”

Frontex main tasks Launch and co-finance joint operations based on risk analysis Support the Member States in developing increased and harmonised capabilities –Training –Research and Development

Main R&D efforts - EUROSUR European Border Surveillance System EUROSUR –System of systems to provide situational awareness of border areas Reduce the number of illegal immigrants entering undetected Reduce death toll Increase EU security –Challenges: Detecting small craft Merging sensor data and intelligence information Sharing information

Main R&D efforts (2) – Biometrics and ABC Biometrics and Automated Border Crossing Security Convenience Cost-effectiveness Studies in collaboration with Member States and institutes Workshops with MS to analyse needs and requirements Development of requirements and best practices

Experience from FP7 Frontex has been active in FP7 security research since 2007 Development of new solutions/technologies is important However, much else is needed to –“facilitate and render more effective … existing and future Community measures” –“…contributing to an efficient, high and uniform level of control … and surveillance …”

Experience from FP7 (2) FP7 provides a platform for: Strengthening EU Networking –Connecting end-users from Member States and EU bodies –Connecting end-users and providers Raising awareness of long-term issues Harmonisation of needs Initial development of standards
