 Uniform and strict operating conditions are being set in Business Licences.  Increased enforcement - central part of 2016 work-plan.  PRTR reports as another enforcement tool.  Computerized database to track solid waste from household s to the last treatment.  Implementation of BAT - Financial Support  Part of green licensing law.  Twinning project to assist in improving environmental performance of waste facilities.  As part of the Twinning project: a guide on implementing environmental management systems will be prepared.

 Disadvantaged communities.  30 master plans for waste management in local authorities have been prepared.  Budget will be allocated in 2016, another 40 authorities will prepare plans in  Plastic bags law - is about to be approved in  Promoting law which will prohibit landfilling of untreated waste.

Recommendation of the Council on the Reduction of Transfrontier Movements of Waste [C(90)178/Final]  Hazardous Substances Regulations (Import and Export of Hazardous Wastes), 1994 provide the legal basis for implementing the Basel Convention and OECD decisions and recommendations  Directive for the Amber Procedure  Transboundary control through the Free Import/Export Orders and Customs  No export to non-OECD/EU countries

Recommendation of the Council on the Reduction of Transfrontier Movements of Waste [C(90)178/Final]  Policy Document on Hazardous Waste Export – 2014  As a general rule - export is approved when no environmentally sound treatment is available in Israel and for recovery only  When treatment available in Israel is disposal only and the export is for recovery  For disposal when recovery is not possible

 In the past: one hazardous organic waste incinerator  insufficient capacity  technical limitations in terms of capacity and waste types incinerated  occasional malfunctions  Temporary increase in export of organic waste  In 2014: incinerator upgraded to larger capacity of 60,000 tons per year and more waste streams  Israel has been exporting less organic waste since 2014 Recommendation of the Council on the Reduction of Transfrontier Movements of Waste [C(90)178/Final]

 In Q1-Q an external consulting company performed an economic-environmental consulting work for the MoEP on hazardous waste sector  The MoEP adopted the recommendations and the implementation plan for laid down in the report Hazardous Waste Management Policy Update

Key Recommendations  Creating economic incentives for reduction and recovery:  Levy on all industrial hazardous waste producers  Full or partial exemption from the levy on waste transferred for recovery  Part of the of the levy will be designated to encourage the construction of treatment facilities in Israel Hazardous Waste Management Policy Update

 Update hazardous waste regulations, including the classification on waste according to European methodology  To set in the regulations the waste treatment hierarchy and the levy  Setting national objectives on recovery of waste Hazardous Waste Management Policy Update
