Restitution on Work Session 1 Paul Jackson DwB – WP3

Understanding key concepts 4 scenarios ….. based on real cases …..But on a made up country

David Bliss Limited company Study of skills and productivity Confidential business data and LFS Data provided to the site of the company Summary results in a government paper Full repot available for a fee

Jane Leveller Contracted to a charity Study of low pays and regional poverty All the data used by the Gouvernement for its calculations Data provided to a university Results publishedon the charity Web site

John Smith Political think tank Study of labor supply in small areas Small area business data Data provided to the think tank Other information waslimited

John Dontknow Professor of statistics Advice to minister of defense on equality law compliance Business confidential data Access on the NSI RDC No public dissmination

Code of Practice more prescriptive More structured and precise form Definition of scientific research : may be different in a community or in another Security has an influence of the definition of public good

Results of Work sessions Remote execution, remote access: what is it all about? Conclusions from Germany, Mexico, The Netherlands, Norway, Sweden, UK, US Luxembourg, First European Data Access Forum (EDAF), 2012/03/27

Remote Access (RA) Researchers have access via a secure connection and work with the data Researchers see the microdata she/he works with Data stays at the server of the access facility, only a video stream is transmitted Output is checked at the end of the research and sent to the researcher via

Remote Execution (RE) Researchers submit their programs; the staff of the access facility runs it on the data No direct access to the microdata Due to high data security, calculations run on very detailed microdata Output is checked at the end of the research and sent to the researcher via

RA vs RE Researchers prefer RA upon RE. Choice of the institution to offer different ways to access. Muliple mode of access should be offered (more then RA and RE).

Remote Access Network for Europe (RANE) At least two examples for RANE („Federated System“) Sweden: 5 TB of data, SIMSAM project (admin data, healthcare quality registers, researcher data, biobanks). Data are combined on the fly, but not stored. US: Different data from different US states, Census bureau is the trusted location. Data are stored for some time on the trusted location.

Solutions of tomorrow – federation ?

Next steps Step by step-strategy. Laws in Denmark, Norway and Sweden are harmonized, there is already an data exchange. Excellent starting point for RANE. Scandivian have a solution, US federal system is a solution. Metadata plays a key element in this environment (methods, program code, combination rules). DwB should be more progressive, more proactive. It should look into the future and not collecting the past.

European Service Centre and Harvesting of OS-Metadata: Main Points from Discussion 1 st European Data Access Forum Luxembourg, March 27-28, 2012

Prioritize data to work on Metadata from the Service Centre should allow secondary use for e.g. specialized web services Guarantee sustainability of services Make clear to NSIs how they can profit from Service Centre Help NSIs in countries without CESSDA partner of external RDC European Service Centre
