Virginia’s Approach to Community Integration Cross-governmental: State agencies across secretariats working together regularly as a Team Cross-disability: No populations excluded Inclusive: Nothing about people who use services without them at the table Sustained over time

Recent Results Community Integration Advisory Commission codified Cross-Governmental Strategic Plan developed Major CMS grants awarded Emergency planning with people with disabilities emphasized

Community Integration Advisory Commission Codified July 1, 2006 (Va. Code §§ – 2529) 11 of 21 seats held by people with disabilities Appointments by Governor, Senate Rules, House Speaker Monitors implementation of community integration laws, including: Americans With Disabilities Act U.S. Supreme Court Olmstead decision Virginians with Disabilities Act

Strategic Plan for Community Integration Goals: Help people move from institutions to the community Prevent unwanted institutionalization Used Olmstead Task Force consensus vision to identify 7 “critical success factors” based on expectations of people with disabilities Multiple action plans and strategies for each critical success factor—with steps, dates, lead agencies

Strategic Planning Model VISION and GOALS CRITICAL SUCCESS FACTORS ACTION PLANS Agency Visions/ Missions Board Advice Agency Strategic Plans Implementation Action/s Date/sAgency/cies responsible Cost/sOutcome measure/s Expectations Strategies

Strategic Plan for Community Integration The Seven Critical Success Factors Plan, understand, choose and self-direct services and supports Choose among quality providers Locate and obtain appropriate housing Locate and obtain a job Access appropriate transportation If applicable, access a qualified surrogate decision-maker Access and self-direct ongoing services and supports in the community

Strategic Plan for Community Integration: Housing Expectations #1: Housing will be accessible for people leaving institutions or at risk of becoming institutionalized. #2: Housing will be affordable for people leaving institutions or at risk of becoming institutionalized. #3: Housing will be available and appropriately located.

Strategic Plan for Community Integration: Housing Strategies #1: Eliminate physical, social and other barriers that impede a person’s ability to live in the most integrated environment possible. Accessibility means different things for different people. For a person with a mobility limitation the elimination of structural barriers might result in accessibility. For a person with a developmental disability, accessibility might be a system of supports that mitigate limitations and perhaps include a congregate living model.

Strategic Plan for Community Integration: Housing Strategies #2a: Produce more units for people above 60% of the area median income (AMI) that can be occupied using no more than 30% of available income. #2b: Provide income supplements to people below 60% of the AMI such that no more than 30% of their available income is spent for housing

Strategic Plan for Community Integration: Housing Strategies #3a: Make specific financing resources available. #3b: Increase local capacity to undertake development. #3c: Insure appropriate enforcement of laws and regulations.

Strategic Plan for Community Integration: Transportation Expectations People with disabilities leaving institutions or at risk will be aware of available transportation options. People with disabilities leaving institutions or at risk will know how to take advantage of available transportation services and the process to file an appropriate complaint. The State will leverage funding to support current and increased transportation services.

Strategic Plan for Community Integration: Transportation Strategies Educate and publicize available transportation options to people with disabilities. Train CILs, CSBs, AAAs, ESOs, case managers and other key personnel to train end users. Coordinate transportation services to maximize efficiencies to support additional transportation services.
