CLCWA Background Created in 1963 by the state legislature at request of the developer to provide water, sewer and drainage service to an unincorporated area. CURRENT FLOODING This is a photo of a home backing up to the golf course next to the club house and a car in the street. The photo was taken after the water had somewhat subsided, by the home owner who has had water in his house three times and estimated 44 inches of water in the street during that one specific rain event. In addition to the Reseda area, significant other flooding has been recorded in several other areas as illustrated on the map.
