Law 7-12 Week 2

Review of Last Week The Ground The Ball Number of Players ClothingTime Match Officials

Quick Quiz A player has left the field to be treated for injury. The player returns to the field w/o the referees permission. What is the ruling if the referee believes: –A) Intentional –PK –B) Unintentional –SCRUM When may objections about the ground be made to the referee? Before the game

Quick Quiz If a team only has 3 trained front rowers, what is the maximum number of players allowed to play in the match for that team? –15 Does the playing area include the field of play? - YES

Law 7-12 Mode of Play Advantage Method of Scoring Foul Play Offside and onside Knock on and throw forward

Law 7 Any player may tackle, hold or push any player with the ball

Law 8 Advantage Referee is the sole judge 2 types of Advantage Tactical –Freedom to play the ball Territorial –Gain in ground

When Advantage doesn’t apply 6 times 1. Referee Contact –Either ball or a player carrying it 2. Ball out of tunnel –Comes out either end without being played 3. Collapse Scrum 4. Wheeled Scrum 5. Player lifted in the air in Scrum 6. Ball is made dead

More than one Infringement When there is more than one infringement by the same team: If advantage cannot be applied to the second offence rule on the first offence If advantage is played for the second offence but none applies rule on the second offence

More than one Infringement - continued If either is for foul play rule on the foul play If a second offence occurs for the opposition during advantage, rule on the first offence

Law 9 Method of Scoring Kick at Goal – Penalty or Conversion Must use the same ball unless defective Must use an approved kicking tee Must take it within1 minute –starts with the arrival of the kicking tee –or the player making a mark on the ground –Even if the ball falls over

Kickers Team Everyone must be behind the ball except the placer Neither the kicker or placer must do anything to mislead the opposition into charging early If the kickers team infringe the kick is disallowed

Ball falling over If the ball falls over the kicker is allowed to place the ball again within time –If it falls over after the approach, the opposition can continue to charge –If the ball rolls away from the line and still kicks it over it stands –If it rolls into touch the goal is disallowed

Opposition Team Must retire to goal line (or 10 metres from mark for Penalty) and stay there until the kicker begins the approach to kick Then they can try and prevent the kick at goal BUT must not be physically supported by team mates Must not shout

Opposition Team If the opposition team infringe If the opposition team infringe –and the kick goes over goal stands –if the kick is unsuccessful the kicker may take another kick and the opposition can’t charge –The kicker may go thru all the preparations and may change the type of kick

Special Circumstances If after the ball is kicked it touches the ground or a teammate the goal is disallowed If the ball crosses over the cross bar a goal is awarded even if the wind blows it back Any player who touches the ball in an attempt to stop a penalty goal is illegally touching the ball - PK

Law 10 Foul Play Anything that is against the letter and spirit of the game Obstruction Unfair Play Repeated Infringements Dangerous Play Misconduct

Obstruction Charging – When running shoulder to shoulder can’t charge or push Running in front of ball carrier – Can’t move in front of a teammate who has the ball, preventing opponents from tackling or the opportunity to tackle potential ball carriers Blocking the ball – must not intentionally stand or move to prevent a player from playing the ball Flanker must not obstruct the opposing half back

Unfair Play Intentionally Offending – A player must not intentionally offend the rules Note – A player who prevents a try being scored when a Penalty Try is awarded must be sin binned Time wasting = FK Touch – A player must not intentionally throw, place or knock the ball into touch or touch in goal = PK 15m out

Repeated Infringement Can’t repeatedly infringe the laws of the game. It’s a matter of fact, whether the player intended to offend is irrelevant Must be strict and consistent in applying this. 3 times and the player is cautioned and Yellow Carded Same applies for the team Rules may be relaxed for junior matches, where it may be lack of skill/law knowledge

Dangerous Play and Misconduct Punch Stamping or Trampling KickingTripping Late or high tackle May not player tackle a player whose feet are off the ground Play a player without the ball except ruck/maul/scrum

Dangerous Play and Misconduct Can’t charge a player without trying to grasp that player Must not collapse a scrum/ruck/maul Must not charge into a ruck without binding to a player Retaliation – even if the other player is infringing Acts contrary to good sportsmanship

Misconduct while the ball is out of Play PK where play would restart If that is within 15m of touch the mark is on the 15m line If play would restart at a 5m scrum the mark is at the scrum If restart at a 22m, the PK can be taken anywhere along the 22m Line If anything else happens within the playing enclosure not covered by the law the PK is 15m out from touch

Late Charging the Kicker Non-offending team have choice of PK at place of infringement or where the ball lands/played Place of Infringement – If in goal 5m out at least 15m in touch Where the ball lands – at least 15m in from touch. If ingoal 5m out and at least 15m out. If it hits the posts where it lands

Foul Play Cavalry charge and Flying wedge illegal If a player has been sin binned and then the player commits another sin binnable offence within the foul play law the player is Sent Off

Offside and Onside General Play offside if in front of a team mate with the ball or team mate who last played the ball Liable to PK if the offside player does one of three things 1. Interferes with play 2. Moves forward towards the ball 3. Fails to comply with the 10m Law Not offside if receive a forward pass

Actions of a Team-Mate 1. Player runs behind the teammate who last played the ball 2. Ball carrier runs in front of the offside player 3. Teammate who was onside when the ball was kicked runs past the offside player The teammate may be in touch but must return to the playing area to put the teammate onside

Team mate puts you onside

Actions of Opposition 1. Runs 5 m with the ball 2. Kicks or passes the ball 3. Intentionally touches the ball THIS DOESN’T COUNT FOR 10m LAW

Opposition puts you onside – run 5m >10m 5m

Opposition puts you onside – pass >10m

Opposition puts you onside – plays ball intentionally >10m

10m Law Offside player considered to be taking part in the game if they are within 10m of an opponent waiting to play the ball or where the ball is going to land. It is a line not a circle Can be put onside by teammate BUT not the opposition If the player charges an opponent must blow the whistle straight away

10m Law Doesn’t matter if the ball hits the posts it is where the ball lands A player who is within the 10m and plays the ball misfielded by an opponent is penalised Doesn’t count in a charge down. As the player wasn’t ‘waiting to play the ball’

Offside General Play If a player is penalised for offside in general play the opposition have a choice 1.PK at the place of infringement 2.Or Scrum where the opposition last played the ball. If that is in goal, scrum is 5m out Penalise the player closest to the opponent waiting to play the ball

Accidental Offside If the player’s team gains no advantage = Play On If advantage gained = Scrum If a player knocks on and an offside player next plays the ball the player is penalised if doing so PREVENTED the opposition gaining advantage.

Offside when retiring from Ruck, Maul, Scrum, Lineout Remain offside even when the opposition win possession Can only be out onside by retiring to the offside line Teammates can’t put the player onside Can be put onside by opposing team –Opponent runs 5m –Opponents Kicks –NOT PASSES

Loitering A player cannot loiter offside and prevent the opposition from the freedom to play the ball.

Knock-on/Throw-forward Occurs when a player losses possession of the ball and it goes forward or when a player hits the ball forward with the hand or arm and the ball touches the ground or another player before the original player can catch it Forward = towards the opposing teams goal line. EXCEPT charge down

Throw-forward When a player throws or passes the ball forward If the ball is not thrown forward but it hits a player or the ground and bounces forward, this is not a throw forward An intentional throw forward or knock on = PK

Quiz 1. An attacker kicks the ball and is driven back 2 metres. An offside player immediately retires behind the place from where the ball was kicked and then moves forward to follow up the kick. Is this player now on onside?

Quiz 2. A defender in-goal, 5m from touch in goal, intentionally knocks the ball over the dead ball line as an attacker approaches. Where and how does play restart?
