Training and Doctrine This may seem like a dry and technical subject … But it is fundamental to what the military are about, And it is politically important.

Let’s Go Back to Basics Doctrine tells the military how to carry out the tasks given to them by the political leadership. Training equips them with the skills needed to put doctrine into practice.

In their Absence … The military don’t know what they are supposed to be doing, or how. Capability declines. Morale and discipline suffer.

A Few Words About Clausewitz He said that - “War is a continuation of state policy with the addition of other means.” He meant that –Any use of military forces must have a purpose

So this is the Basis of Doctrine The government places various tasks on the military. It defines end-states and objectives. It also places political limitations. It asks the military to make proposals. It accepts them or asks for modifications.

An example. Develop doctrine for the protection of offshore economic assets. What’s involved?

How do doctrine and training change after an armed conflict? Much depends on the particular case.

General Rules for Doctrine Changes The Government must articulate what it wants. It must make it clear how things have changed. Foreign help may be useful, but should not dominate. A consensus should be sought.

Major Changes in Doctrine will come from: Changes in the nature of warfare. Changes in the strategic situation. Changes in the political structure of the country Changes in the context of the armed forces.

Special Considerations End of civil wars. Regional settlements. Post authoritarian states with military involvement. Army as the military wing of the Party.

Can you make people good by teaching them, at academies and so forth? No, but you can set them a good example.

Some Considerations on Virtue Behaviour improves with training and doctrine. The military are group-minded. They will follow doctrine if it is clearly articulated. Examples from Algeria, Vietnam, Somalia.
