Scope of Work Background Scope of Work is divided into 7 primary tasks Final Draft Report Due to Texas Legislature on January 15, 2011

Scope of Work Task 1 Develop stakeholder list and contact information Survey stakeholders to identify any predominant groundwater management and protection issues and concerns, tabulate, and explain.

Scope of Work Task 1 cont. Develop and implement a survey for GCDs to obtain information required for study Examine rules, plans, and procedures to determine if they are based on sound science.

Scope of Work Task 2 Evaluate GCDs for enforcement of substantial compliance with adopted rules Tabulate number of enforcement actions since September 1, 2007

Scope of Work Task 3 Evaluate current regional and state water plans and all Carrizo- Wilcox WMS for conflicts with GCD Management Plans Hold stakeholder meetings with GMAs 11, 12, and 13

Scope of Work Task 7 Determine if the presence of anthropogenic contaminants in the recharge zone and the potential pollution of the aquifer are issues that should be addressed, and if so, by whom

Scope of Work Task 7: Water Quality Water quality will be evaluated using TWDB and TCEQ databases and previous reports Stakeholders can submit information on any water quality issues of concern

Surveys The majority of the information that will ultimately be presented in the final report for The Carrizo-Wilcox Aquifer Study will be obtained through two surveys

Surveys  Information requested by surveys will be submitted by the respondent via the Internet  All completed surveys are due March 31, 2010  Survey results will be made available for public inspection

GCD Survey Carrizo Wilcox Groundwater Conservation District Survey Questions and Data Requests 1.Name of groundwater conservation district a.Primary point of contact and title b.Physical address c.Mailing address d.Phone number e. address 2.Date the district was established (by act of Texas Legislature or by act of Texas Commission on Environmental Quality) 3.Date of district confirmation election, if applicable. 4.Method of district creation (special law, petition, other)

GCD Survey 5.If created by an act of the legislature, provide bill reference (number i.e., HB 2303) and legislative session (i.e., 75 regular) and any subsequent amendments to enabling legislation. 6.If the jurisdictional boundaries of the district are based on something other than county boundaries, provide, in an electronic format (pdf preferred), a map of the jurisdictional boundaries of the district. If the boundaries of the district are based solely on political boundaries, list all political boundaries included in the district. 7.Provide an electronic copy (Word format preferred) of the district’s current adopted management plan, 8.Provide an electronic copy (Word format preferred) of the district’s current adopted rules.

GCD Survey 9.Provide an electronic copy (Word format preferred) of any written procedures or guidelines for operational purposes that have been developed and adopted by the district. 10.Provide electronic copies of any scientific data, reports, or presentations (Excel, Word, or pdf format preferred) presented to and considered by the district during the development of the current management plan or in a previously adopted management plan that was carried forward to the currently adopted management plan. Include in this information request electronic copies (Word format preferred) of district board of directors meeting minutes for any meeting during which the science identified was discussed.

GCD Survey 11.Provide a specific reference for any goals, management objectives, and performance standards included in the currently adopted management plan for which science was considered during development of the management plan. Include in this information request electronic copies (Word format preferred) of district board of directors meeting minutes for any meeting during which the science identified was discussed. 12.Provide electronic copies (Word or pdf format preferred) of any scientific reports presented to and considered by the district during the development of the current district rules or in previously adopted rules that were carried forward to the currently adopted rules. Include in this information request electronic copies (Word format preferred) of district board of directors meeting minutes for any meeting during which the science identified was discussed.

GCD Survey 13.Provide electronic copies (Word format preferred) of any scientific reports presented to and considered by the district during the development of any procedures that have been adopted by the district. Include in this information request electronic copies (Word format preferred) of district board of directors meeting minutes for any meeting during which the science identified was discussed. 14.Provide a list of all substantial enforcement actions taken for violations of district rules since September 1, The district should include in this list the dates, nature of violations, citation to rules violated, enforcement actions taken by the district, resolution actions taken by violators, and dates of compliance.

GCD Survey 15.Please provide a list, with sufficient detail to allow for a groundwater availability analysis, any new or alternative water management strategies that are being considered for future implementation that may impact groundwater availability in the Carrizo Wilcox Aquifer, but are not currently in the regional and state water plans. 16.Summarize significant programs included in the district’s management plan specifically designed to conserve and protect the Carrizo Wilcox Aquifer. 17.Has the district identified any compatibility issues that have already been documented or that may occur as a result of implementation of the district’s current management plan and any adjacent district’s management plan? If yes, please describe nature of compatibility issue.

GCD Survey 18.Within GMA 11, 12, and 13, each groundwater conservation district that has been selected to serve as the administrator for the GMA process is asked to provide electronic copies of minutes from any meetings that have taken place since the beginning of the joint planning process during which scientific data and/or studies have been considered during the development of desired future condition recommendations. Provide electronic copies of any scientific data or presentations considered and identified in the minutes (Word format preferred) 19.Are you aware of any conflicts between any adopted groundwater conservation district management plans and an adopted 2006 regional water plan or draft 2011 regional water plan? If yes, please describe nature of conflict.

GCD Survey 20.Are you aware of the presence of anthropogenic contaminants in the recharge zone or the production zones of the Carrizo Wilcox Aquifer? If so, please describe the nature of the contamination (i.e.- contaminant, location, possible sources and supporting analytical data, if available. 21.Are you aware of management gaps or regulatory gaps that have led to or could lead to contamination of the recharge zone or production areas of the Carrizo Wilcox Aquifer? If so, please describe the management or regulatory gaps related to past, current or potential aquifer contamination.

If yes, please describe nature of conflict.

Interested Parties Survey 5.Provide a list of any substantial enforcement actions, regardless of ultimate resolution, taken for violations of district rules since September 1, In as much detail as possible, include the dates, nature of violations, citation to rules violated, enforcement actions taken by the district, resolution actions taken by violators, and dates of compliance. 6.Are you aware of the presence of anthropogenic contaminants in the recharge zone or the production zones of the Carrizo Wilcox Aquifer? If so, please describe the nature of the contamination (i.e.- contaminant, location, possible sources and supporting analytical data, if available. 7.Are you aware of management gaps or regulatory gaps that have led to or could lead to contamination of the recharge zone or production areas of the Carrizo Wilcox Aquifer? If so, please describe the management or regulatory gaps related to past, current or potential aquifer contamination.
