Glossary SEWP: Solutions for Enterprise Wide Procurement GWAC: Government-Wide Acquisition Contract Contract Holder: a company that was awarded a SEWP Contract Provider: A company with one or more products and services on at least one SEWP Contract Issuing Agency: The Government Agency that issued an order against a SEWP Contract 3

SEWP Origins SEWP conceived as a Goddard-wide IDIQ contract for IT products to promote reduction of sole source requirements NASA HQ asked for the contracts to be available NASA-wide GSA (through DPA) strongly encouraged NASA to use SEWP as a test case for GWACs Cited NASA’s unique expertise in the combination of technical and procurement activities

SEWP / GWAC Origins – Part II – NASA awards the fifth iteration of the SEWP contracts NIH became the second GWAC agency Others joined in: GSA, Commerce, Transportation With time, Commerce and Transportation did not have a large enough customer base to continue their GWAC programs 1996 – Clinger-Cohen Act passed and OMB authorized to designate executive agency status GSA and NASA collaborated on setting the initial GWAC parameters 1993 – SEWP I contract awarded
