PED – Structure LAW INTERPRETATION APPLICATION European Directive 97/23/EG Blue guide (all directives) Harmonised Standard or else (must fulfill Essential Safety Rrequirements) Guidelines PED (WPG) National Provision The directive 97/23/EC (pressure equipment) is issued by the European Parliament and the Council. Every member state must adapt the directive to their national laws of occupational safety and health. Based on the national ordinance, the manufacturer must declare that the pressure equipment is delivered according to the requirements in this ordinance (the directive) To ensure this, the manufacturer can follow harmonised standards (e.g. EN 13445), national standards (e.g. AD-Merkblätter) or other regulations that fulfil the requirements in the directive. Guidelines can be used to interpret the directive Materials with a European Approval of Materials can be used to simplify the conformity assessment procedure. In some cases the manufacturer must contract a Notified Body and/or a Recognized Third-party Organisation during the conformity assessment procedure.

Under en övergångsperiod fram till den 29 maj 2002 är användningen frivillig. Tillverkaren kan istället använda de ”gamla” svenska reglerna i AFS Tryckkärl 1999:6. Därefter är direktivet tvingande. Den officiella beteckningen på direktivet är 97/23/EG. Den svenska tolkningen av direktivet är AFS 1999:4 ”Tryckbärande anordningar”. I dagligt tal brukar man säga PED, vilket står för ”Pressure Equipment Directive”.

(Öppna cisterner omfattas av nationella regler och inte av PED). Exempel på tryckbärande anordningar är tryckkärl och pannor, rörledningar, säkerhetsutrustning, aggregat och tryckbärande tillbehör. Ett aggregat består av flera tryckbärande anordningar som är hopsatt av en tillverkare för att bilda en fungerande enhet.

Sufficient instructions for safe use PED - Article 3.3 Manufactured according to Sound Engineering Practice in any of the member states No CE-marking Sufficient instructions for safe use Dessa tryckbärande anordningar anses ej vara särskilt farliga. Värden på tryck och volym/diameter samt innehållet gör att de klassas utanför någon av kategorierna I, II, III eller IV. Dessa anordningar behöver ej uppfylla de grundläggande säkerhetskraven i bilaga 1. De skall konstrueras och tillverkas enligt god teknisk praxis i något medlemsland. Tillverkaren eller dennes ombud inom EES skall kunna identifieras (t e x genom en etikett). Tillräckliga driftsinstruktioner skall levereras med anordningen. Som ett bevis på att denna anordning ej har genomgått ett förfarande motsvarande någon av kategorierna I-IV, skall den ej CE-märkas.

En stödjande standard respektive materialstandard i tabellen, är inte direkt knutna till tabellens produktstandarder. Dock bör en mindre ändring (OPED) ej omfatta alla de krav som en större ändring (PED) ställer. Tillverkaren bedömer större/mindre ändring. Se PED Guideline 1/3. Vid reparation krävs ingen försäkran enligt §13. Ändring och reparation beskrivs i AFS 2005:3 §30, som hänvisar till OPED. Begreppet anläggning beskrivs på nästa bild.

Naturgasledningar mellan anläggningar omfattas av Räddningsverkets regler. Ett aggregat är flera tryckbärande anordningar som satts samman av EN tillverkare till en funktionell enhet (enligt PED)

AFS 2005:2 - section 7 General requirements Equipment not classified as G or K Corresponds to PED:s article 3.3 Sound Engineering Practice within EES Beware of local conditions (e.g. outside temperature) Normalt sett berörs ÅFK ej av denna paragraf. Om vi får ett frivilligt uppdrag att bedöma god teknisk praxis anser vi att RN78, TKN87, Cisternanvisningar, harmoniserade standarder enligt PED, ASME VIII, AD2000, PD5500 uppfyller detta. Utomhustemperatur är i utgångsläget –40 grC. Fysisk placering kan göra att denna temperaturen höjs (t e x –30 grC i Skåne).

AFS 2005:2 – section 8 Essential safety requirements Tanks and pipelines which is classified as requirement G shall fullfil the essential requirements acc. to appendix 1 Exempel på sätt att uppfylla grundläggande säkerhetskrav är: Harmoniserad standarder enligt PED, AD2000, PD5500, APED1999 i kombination med RN78/TKN87 eller gå direkt mot punkterna i grundläggande säkerhetskrav. Även andra produktstandarder som AV eller dess motsvarigheter i EU/EES har bedömt uppfylla grundläggande säkerhetskrav får användas. Grundläggande säkerhetskrav skall användas som huvudregel. Om tillverkaren vill göra avsteg, skall han bevisa motsvarande säkerhetsnivå i riskanalysen. I stort sett är grundläggande säkerhetskrav enligt OPED identiska med PED. Vakuumkärl provas med det högsta undertryck som kärlet kan utsättas för??? Nivån på tillverkarens kvalitetssystem behöver ej bedömas av oss. Tillverkaren behöver inte heller vara certifierad.

AFS 2005:2 – section 9-11 Inspection of tanks and piping Tanks and pipelines which is classified as requirement K shall fullfil the essential requirements acc. to appendix 1. They shall also undergo inspections as follows: Design review: Material, design, scope of NDT, welding procedures shall be verified by third party (accredited acc. to AFS 2005:2) Manufacturing inspection: documents from manufacturing shall be reviewed, VT shall be performed and pressure test shall be witnessed by third party (accredited acc. to AFS 2005:2) Vi skall försäkra oss om att tillverkaren har utfört riskanalys, men vi bedömer inte innehållet. Eventuella kvarstående risker skall beskrivas i bruksanvisningen.

AFS 2005:2 – section 12-13 Delivery documents and marking Requirement G (and K): Marking acc to chapter 3.3 in appendix 1 Declaration acc to section 8 in AFS 2005:2 Exclusion: Tanks who are CE-marked acc to CPR Anordningar som är CE-märkta enligt byggproduktdirektivet skall även omfattas av OPED. Dock ej punkt 3.3 (märkning). Så länge harmoniserade standarder för byggprodukter ej finns kan Cisternanvisningar tillämpas för dessa anordningar. Driftinstruktioner skall finnas på svenska (gäller alla anordningar som klassas i krav G och K).
