BIR Update Session Programs Cluster Site Visits Ensuring Educator Excellence

2 Topics to be addressed Program Assessment and how PA focuses the site visit Utilizing Biennial Reports in the review of programs MS and SS Intern programs—Early Completion Option and how this impacts the findings on program standards MS, SS, and Ed Sp Intern programs—the 120 hour Pre-service requirement and how this needs to be reviewed at the site visit How to review programs that are transitioning from one set of standards to another Developing the Program Reports

3 Beginning in , Programs were Reviewed Prior to the Site Visit ► A paper review has taken place for almost all programs. ► Course Syllabi were reviewed along with the Program Narrative. ► Institutions were able to submit additional information. ► Readers determined if responses (design of program) were “Aligned” with the program standards.

4 Program Assessment ► Alignment Report from PA Readers  A few standards may not have been ‘aligned’ prior to the site visit—cluster members should carefully review these standards.  PA Readers may have identified specific evidence to look for at the site visit—cluster members should confirm if that evidence exists. ► Team members will have Program Narratives electronically—do not need to read these prior to the visit, but should skim the program design at a minimum. 6 Utilizing Biennial Reports ► Biennial Reports were available for the Spring 2009 visits and teams found that the Biennial Reports identified key assessments used to assess candidate competency. ► CTC Feedback pointed out the level of data analysis and the plans to use the analysis to drive program modifications. Biennial Reports and CTC Feedback must be reviewed prior to arriving at the site visit. CTC Biennial Report Feedback

7 Sampling across programs Only ONE stakeholder group will be interviewed at a time—likely divided into teaching and services groups  Candidates  Completers  Program coordinators  Faculty  Field supervisors—programmatic and district- based, employers  Credential analysts  Advisory boards Interview Sampling

8 When would a team member go to the specific program standards? ► If a concern seems to arise during the site visit—e.g. candidates talk about not being supervised in field experience—pin down which program (s) and try to triangulate with other stakeholder groups. ► If the concern is confirmed by multiple stakeholder groups, go to the adopted program standards to detail the issue in the program report.

10 Programs Transitioning If you need to review against specific program standards and it is in one of the credential areas that is in transition, discuss with your CTC Consultant which standards the institution responded to and Lean toward the future—the concepts and requirements in the newly adopted standards while holding to quality preparation of candidates.

12 MS and SS Intern Programs   Early Completion Option   All MS and SS Intern programs must offer an ECO in the areas of MS, SS-English, SS-Math, and SS-Science IF the program offers the internship for the credential.   Check on the advising process and how many individuals have elected ECO.   May not have any candidates who have elected ECO…that is ok Early Completion Option

13 MS, SS, and Ed Sp Intern Programs 120 hour Pre-Service   Required prior to the issuance of the Intern Credential.   Team members focusing on one of these programs should understand the Pre-service component for the program and the tracking process to ensure that all individuals recommended for the Intern Credential have completed the 120 pre-service (June 2008).

14 Work with the Common (NCATE) Standards Cluster Programs Cluster team members need to communicate with the Common Standards (NCATE) Cluster team members especially in the areas of Field Experience and Candidate Assessment

15 Programs Reports Program Summary is the genesis of the Program Report As a team, make decisions for each standard If one or more standards are not fully met, identify the standard and detail the evidence that led to the standard being “Met with Concerns” or “Not Met” Program Report Template
