ST GABRIEL’S PREPAREDNESS Preparedness Planning and education creates a prepared, resilient, and empowered congregation. Lack of planning and education causes fear and speculation and creates panic in a crisis.

ST GABRIEL’S PREPAREDNESS 4 Step Preparedness Planning Process 1.Develop Planning Scenarios  What could happen at St Gabriel’s that could jeopardize the health or welfare of any in our congregation? 2. Evaluate Risk  How probable are the scenarios and what are the consequences? 3. Determine Required Capabilities  What plans, organization, equipment, training, and exercises/evaluations are needed? (POETEs) 4. Publish Action Checklists  Guidelines by scenario that will enable responsible people to accomplish steps necessary to respond to those scenarios.

Develop Planning Scenarios Examples:  Medical Emergencies  Heart attack, fainting, broken bones, wounds.  Storms  Tornadoes, blizzards, thunderstorms.  Fire  Kitchen, building, grounds.  Human Threats  During services, youth activities, or fellowship events.  Adult Misconduct or abuse

ST GABRIEL’S PREPAREDNESS 2. Evaluate Risk Risk is present in everything we do.  It can never be reduced to zero but can be mitigated. Risk Equals:  Probability + Consequences + Vulnerabilities Reduce risk by decreasing vulnerabilities through increasing capabiliti es.

ST GABRIEL’S PREPAREDNESS 3. Determine Required Capabilities A capability provides the means to accomplish an objective for each planning scenario and achieve desired outcomes by performing critical tasks under specified conditions to target levels of performance. (Example: Effectively using an AED machine during a heart attack to save a life) Capabilities are grouped under 4 main headings:  Prevention  Protection  Response  Recovery Planning for capabilities is based on uncertainty of scenarios happening and economic conditions that require prioritization of limited resources. Capabilities are where we spend our time, money, and efforts.

ST GABRIEL’S PREPAREDNESS 5 Elements of a Capability Planning  What is the capability intended to do? Organization  Who will do it? Equipment  What items are needed to do the tasks? Training  What skills and tasks are required and at what level of performance? Exercise and Evaluation  How do we test the skills and equipment needed to perform the capability?

ST GABRIEL’S PREPAREDNESS 4. Publish Action Checklists Start with a selected planning scenario. Determine sequential tasks that must be accomplished by those responsible to perform the capability required.  Subject matter experts must be a part of the development of these tasks.  First task is usually how to identify the scenario is happening.  Next task is usually to have someone call 911.  Next tasks should identify where any equipment required is located.  Next tasks guide necessary actions. Checklists should be placed in highly visible locations and responsible people identified.

ST GABRIEL’S PREPAREDNESS Resources to help in planning efforts Members of congregation with professional experience.  Doctors, nurses, paramedics, firemen, law enforcement, teachers, etc. Community programs focusing on public safety.  Police Department public safety courses, Fire Department courses on fire safety/CPR/First Aid/AED, Emergency Management Agency programs for natural disaster preparedness, etc. Internet sites that provide information on preparedness and risk assessments for possible scenarios.    Guide for Developing High Quality Emergency Operations Plans for Houses of Worship at library/assets/documents/

ST GABRIEL’S PREPAREDNESS Next Steps Today  Brainstorm possible planning scenarios.  Prioritize at least two planning scenarios to work on.  Identify committee that will provide oversight for St Gabriel’s Safe Church Initiative.  Determine leads for each of the two planning scenarios. The lead of each planning scenario will:  Determine subject matter experts who can be asked to participate in the planning.  Schedule a meeting to familiarize participants with the preparedness planning process and start work on required capabilities and action checklists.  Complete action checklists for the two scenarios by 1 April 2013.
