EBAA CNS/ATM AG 6 17 th November Draft Surveillance Performance & Interoperability IR Draft Aircraft Identification IR Regulatory framework Outline

EBAA CNS/ATM AG 6 17 th November Draft IR on Surveillance Performance and Interoperability 1 Discussion and approval expected in 2011 (1 st reading at 38 th SSC – 3 rd December) Requirements on the systems contributing to the provision of surveillance data, in order to ensure the harmonization of performance, the interoperability and the efficiency of these systems within the EATMN Airborne equipage to ensure interoperability with current and expected surveillance technologies Building block for SESAR

EBAA CNS/ATM AG 6 17 th November “Freedom” for the ANSPs to set-up separation standards ensuring seamless operations Performance requirements to support chosen the standards Technology independent Technical solutions left to the level of Community Specifications Draft IR on Surveillance Performance and Interoperability 2 - Performance

EBAA CNS/ATM AG 6 17 th November High level requirements on the data format, whensurveillance data is exchanged between systems No obligation to use a specific format Requirements to be supported by appropriate Community Specifications (e.g. ASTERIX) After 2 January 2020 putting into service of 1030 MHz surveillance interrogators conditioned by the deployment within the same or similar coverage, of 1090 MHz receiver(s) allowing the use within the surveillance chain of ADS-B data items Draft IR on Surveillance Performance and Interoperability 3 - Interoperability

EBAA CNS/ATM AG 6 17 th November Draft IR on Surveillance Performance and Interoperability 4 - Carriage requirements – “ civil ” a/c ELS carriage by all aircraft flying IFR/GAT for “ new ” aircraft for retrofit EHS data provision by fixed wing aircraft above MTOM of 5700 kg OR Max Cruising TAS greater that 250 knots for “ new ” aircraft for retrofit (exemptions possible through the EC/SSC)

EBAA CNS/ATM AG 6 17 th November ADS-B (out) on 1090 ES (DO260B/ED102A) applies to all aircraft above same weight and speed threshold for “ new ” aircraft for retrofit Possibility for local mandates to extend the ADS-B Out carriage to all IFR/GAT in areas where ADS-B is used for surveillance Draft IR on Surveillance Performance and Interoperability 5 - Carriage requirements – “civil” a/c

EBAA CNS/ATM AG 6 17 th November Discussion and approval expected in 2011 (1 st reading at 38 th SSC – 3 rd December) Aims to ensure the unambiguous and continuous individual identification of aircraft within the EATMN. By 9 February 2012: Capability to establish individual aircraft identification using downlinked aircraft identification for 50% of the flights in the core area of Europe advanced capabilities for the assignment of discrete SSR codes for the rest of the flights By 2 January 2020, capability to establish individual aircraft identification using downlinked aircraft identification for all flights (via Mode S, ADS-B, WAM) Draft IR on Aircraft Identification
