Hertfordshire County Council Health Scrutiny Committee Submission of evidence by Broxbourne Borough Council by Broxbourne Borough Council Cllr. Ken Ayling, Leader of the Council Rosie Sanderson, Head of Community Planning & Corporate Projects

The Big Issue for Broxbourne  Movement of acute hospital services away from the Borough will result from both Hertfordshire and North London reviews Leading to:  Exacerbation of existing problem with transport to hospitals  Need for increased primary care provision

On the Plus side Broxbourne Council welcomes:  Decision to site urgent care centre at Cheshunt Community Hospital  Proposal by East and North Herts NHS Trust to provide outpatients services at Cheshunt Community Hospital  Commitment from the NHS for financial support for the health transport call centre and the Broxbourne Health Shuttle

Still needed  Further investment in primary care, especially at GP surgeries.  Long term investment in transport services  Outpatient services at CCH provided by Princess Alexandra hospital (Harlow)

Current position  Health issues, especially travel to hospitals are an important issue for Broxbourne Borough residents, shown by surveys  Residents are referred to a variety of hospitals, dependant on the GP practice they attend. These include: –Chase Farm (Enfield) –QEII (Welwyn Garden City) –Princess Alexandra (Harlow) –Lister (Stevenage)

Partnership to improve primary care in Broxbourne  Broxbourne Council supports an expansion of primary care, and has worked with the NHS to achieve this: –Investment by the council to expand Cheshunt community hospital –Use of planning agreements to obtain improvements to GP surgeries Cheshunt Community Hospital Hailey View Surgery, Hoddesdon

Deprivation  Broxbourne is the second most deprived district in Hertfordshire (IMD, 2007)   Residents of deprived areas are more likely to need access to acute healthcare and less likely to be registered with a GP   Other areas in Hertfordshire with significant deprivation have and will continue to have an acute or general hospital close by

Movement of acute hospital services

Transport  Very poor access from Broxbourne Borough by public transport to any local hospital at present  Health shuttle service started in recognition of this need, a partnership between Broxbourne Council and HCC.  Car ownership low in areas of deprivation  Transport issues will be exacerbated by movement of acute services away from the Borough

Location of Cheshunt Community hospital in relation to deprivation

Cheshunt Community Hospital (CCH)  Outpatient services run by Barnet and Chase Farm NHS Trust  Building owned by E & N Herts PCT  Residents who attend GP surgeries in Broxbourne & Hoddesdon are not referred to this service at present as they go to PAH (Harlow) or QEII (Welwyn Garden City), although CCH is nearer  Collaboration between acute providers (E & N Herts NHS Trust, Barnet and Chase Farm NHS Trust and E & N Herts PCT) needed to ensure access to services at CCH is available to ALL local residents.

Conclusion  Proposed changes will move services further away from Broxbourne Borough residents  The proposals for Cheshunt Community Hospital are welcomed Still needed:  Outpatient services at CCH by Princess Alexandra hospital (Harlow)  Long term investment in transport services  Further investment in primary care to increase the provision of services from GP surgeries
