Equity Criteria The program reflects respect for all people regardless of race, color, creed, national origin, age, gender, or disability and avoids stereotyping. ORS requires that “…the criteria shall require instructional materials to provide fair treatment of all people and reflect our multicultural society.” 12

OAR Criteria Committees, under the direction of the Department of Education staff, shall develop criteria to be submitted to the State Board of Education in the fall of the year preceding the adoption year. The State Board of Education shall review the criteria which will be used in the evaluation of instructional materials submitted for adoption. The Board will adopt the criteria no later than its January meeting in the adoption year. 15
