OAR “A major instructional vehicle may include such instructional items as a hardbound or a softbound book or books, or sets or kits of print and non-print materials, including electronic and internet or web- based materials or media.” ◦ Basal instruction programs may be adopted by the State Board of Education 2

OAR Defines instructional materials as “Any organized system which constitutes the major instructional vehicle for a given course of study, or any part thereof.” 3

Subject Cycle Oregon adopts instructional materials based upon categories and criteria prepared by committees of educators 4

You will be sent an invitation with “call-in” details. Instructional materials evaluators nominated by district staff 6

Year 2 (cont.) 7 April4/5/10-Instructional Materials Proposal Form 4538 due Bid Spreadsheets (on CD) due Evaluators selected and notified May5/10/10-Publisher Invoices mailed. 5/21/10-Instructional Materials Summary Form 4824 due June6/1/10-Bid change deadline 6/9/10-Notice # 3 with Program Submission by Publisher and other information

8 July7/12 to 7/22/10-Publishers must ship presentation materials (**no earlier or later**than these specified dates) to Western Oregon University (WOU) according to shipment rules which will be included in Notice #3 7/12/10-Invoice payment deadline 7/20/10-Presentation Schedule ed (with room numbers and time) 7/25/10-Publisher representative to WOU for password/technology set-up from 12:00-3:00 pm 7/26/10-Evaluator Orientation at WOU (Optional for publishers but recommended) Year 2 (cont.)

9 July7/27/10 to 7/30/10-Presentations & Evaluations Concluding Presentation: All publishers are responsible for the following before leaving WOU, concluding final presentation:  You must take 1 (one) set of materials (included in your presentation) to the Oregon viewing site, Hamersly Library, on the campus.  Publishers are responsible for the removal and/or disposal of all extra materials and boxes. Equity Criteria The program reflects respect for all people regardless of race, color, creed, national origin, age, gender, or disability and avoids stereotyping. ORS requires that “…the criteria shall require instructional materials to provide fair treatment of all people and reflect our multicultural society.” 12

13 National Instructional Materials Accessibility Standard (NIMAS) Submitted Materials Must Have assurance from the publishers agreeing to comply with the most current NIMAS specifications regarding accessible instructional materials NIMAS REQUIREMENTS

Categories for Second Languages (World Languages) 14 o Category ***3- Languages for Native/Heritage Speakers o Category *1- Elementary Second Languages(World Languages) o Category **2- Secondary Second Languages (World Languages) Note: Languages may include Spanish, French, German, Japanese, Sign Languages, Mandarin Chinese, Russian or Italian *Category 1-Materials intended for use in grades K-5/6 **Category 2-Materials intended for use in grades 7-12 ***Category 3-Materials intended for native/Heritage Speakers in grades K-12

OAR Criteria Committees, under the direction of the Department of Education staff, shall develop criteria to be submitted to the State Board of Education in the fall of the year preceding the adoption year. The State Board of Education shall review the criteria which will be used in the evaluation of instructional materials submitted for adoption. The Board will adopt the criteria no later than its January meeting in the adoption year. 15
