Why fund arts & culture in a rural/suburban region? In a rapidly changing environment the access to arts&culture is a crucial element in the process of identity-building within the various communities. Creative / talented people can play an important role in this process. Culture = practice of the identiy of individuals or communities Art = questioning or even challenging identities
