The consultation process For consultation and evidence gathering 1. Stakeholder consultation 2. Further consultation activities in Evidence gathering ENV F.12

1. Public Internet consultation Main objectives: o To gather views on overall satisfaction and regarding whether reporting requirements are in line with those principles; o To gather evidence on current shortcomings, overlaps and potential improvements that should be examined during the process– Examples will be particularly welcome – where should we look; o To validate the principles used for assessing environmental reporting requirements (proportionality, accessibility, relevance...); Period of consultation: 18 November 2015 – 10 February 2016 To answer the questionnaire: 3

Further consultation activities in 2016 Possible stakeholder workshops in spring and autumn 2016:  Presentation of public consultation and contract results  Input to Fitness Check evaluation Commission Communication 2016 will invite other EU institutions and bodies to contribute to Fitness Check  Second chance for all others to present their views and input following the public consultation Outreach in relevant fora and meetings  Discussion for specific areas ENV F.14

3. Evidence gathering A study contract between the European Commission and ICF International/the Institute for European Environmental Policy (IEEP) supporting consultation and evidence gathering Period of contract: October 2015 – October 2016 ENV F.15

Evidence gathering What evidence do we want ?(1/3) An inventory of reporting obligations  Expected output (Dec 2015-Oct 2016): Review of DG ENV legislation (approximately 60 pre-identified major pieces) to establish the nature of reporting obligations Assessment of costs of reporting using the standard cost model  Expected output (1 st Semester 2016): A baseline understanding of the reporting costs which will demonstrate the scale of current administrative costs and their variation across countries, providing a baseline position against which changes in costs can be assessed ENV F.16

Evidence gathering What evidence do we want ?(2/3) Evidence gathering  Expected output (April 2016): Intermediate understanding of issues associated with EU legislation and reporting obligations and initiate evaluation and analysis of associated opportunities for streamlining and reducing administrative burdens  Specific analysis of the Standardised Reporting Directive  Specific analysis of the scope of active dissemination as an alternative to direct reporting from Member States  Inputs from ongoing Commission evaluations and Fitness Checks ENV F.17

3. Evidence gathering What evidence do we want ?(3/3) Definition and assessment of changes to the baseline  Expected output (3rd quarter 2016): A standard template to present the details for a series of opportunities for simplifying reporting obligations covering both the benefits and the costs ENV F.18
