What is LoCAL ? The Local Climate Adaptive Living Facility (LoCAL) “Global Solution for Local Climate Change” Development Objective : Promote climate change resilient communities by increasing financing for and investment in Climate Change Adaptation (CCA) at the local level in least developed countries Programme outcome : Increased local government access to climate finance to implement CCA activities in target countries.

What LoCAL is?

The LoCAL Programme will focus on the delivery of three outputs that will directly contribute to increasing local governments’ access to climate finance and building resilience to climate change: Output/Result 1 – CCA is mainstreamed into local government’s planning and budgeting systems. Output/Result 2 – Increased awareness and support for the role of local government in CCA. Output/Result 3 – Increased amount of finance available to local governments for CCA and resilience

LoCAL Implementation Cycle LoCAL MoU is signed by the country and UNCDF MoU enters into force UNCDF disburses LoCAL grant tranche to country Treasury Treasury channels grant to local governments LGs receive funds & decide on their adaptation priorities Local Governments implement projects to build resilience Government reports back on grant implementation Secretariat provides technical support, e.g. definition of performance baseline, assessment manuals, planning guidelines Secretariat provides support if necessary Secretariat conducts budget reviews, technical assessments & verifies cost effectiveness Secretariat determines grant ceiling for next FY UNDP and other partners provide capacity building and other support

Where did it start ? LoCAL has been piloted in Bhutan and Cambodia Bhutan, pilot – 7 M Scale up Cambodia, 300,000 pilot – 1,2 m Scale up 2013, start-up is expected in Laos, Nepal, Bangladesh and Solomon Islands, Ghana, Benin and Mali (plus up- scaling up in Bhutan and Cambodia.
