Submit comments O by November 23, Hearings will be held on the proposed guidelines on the following dates O September 12, 2011, 9:30 to 11:30 a.m., Dallas, TX. O November 9, 2011, 9:30 to 11:30 a.m., Washington, DC.

Alterations O “ The proposed guidelines apply to alterations and elements added to existing facilities. Alterations are changes to an existing facility that affect or could affect pedestrian access, circulation or use (see R105.5). Alterations include, but are not limited to, resurfacing, rehabilitation, reconstruction, historic restoration, or changes or rearrangement of structural parts or elements of a facility”

New Construction only? O No, but new construction is expected to provide the highest degree of accessibility. O The DOJ does not currently agree with the FHWA definition of maintenance and the thickness test. Any alteration, chip seal or the likes, could trigger compliance requirement.

Don’t be bashful! O Discuss this proposed rule with your association O Discuss it with your engineer O Recommend comment if there are areas that negatively impact your agency.

“Designing Pedestrian Facilities for Accessibility” O Attended a train the trainer course in Boise ID in June O Discussed the proposed guidelines with Roadway Design and they are developing whatever changes needed for NDOR specifications O Will be providing training courses as soon as the guidelines are fully adopted and NDOR Roadway Design Division has assisted in developing the course.
