Key Findings: FLMC are important, inadequate, and underfunded

FLMC are very important to the success of the region’s transportation system

The quality and availability of FLMC in the Denver region is inadequate and major improvements are needed

Current funding is inadequate, and pays for less than half of the known or estimated need

A main factor is an overall shortfall of funding for transportation and other capital improvements

Consequences of inadequate funding Low transit ridership Stunted economic development Geographic disparities Disproportionate impact on low-income and communities of color

Key Findings: Pedestrian facilities are the most important and most underfunded

Please rank the importance of the following FLMC improvements for the Denver region, with the most important ranked 1 st.

In Denver, property owners are responsible for sidewalk construction and maintenance

Rethinking Denver’s Sidewalk Policy

To become more walkable (and therefore healthier, happier, and more prosperous) Denver should: 1.Assume responsibility for sidewalk construction and maintenance, and establish a dedicated funding source for this purpose $

To become more walkable (and therefore healthier, happier, and more prosperous) Denver should: 2.Set mode share goals for walking, biking and transit, and strive to allocate transportation funding across modes in proportion to these goals.

To become more walkable (and therefore healthier, happier, and more prosperous) Denver should: 3.Incorporate sidewalks into routine roadway maintenance programs, including assessment and repair of existing facilities.

To become more walkable (and therefore healthier, happier, and more prosperous) Denver should: 4.Track spending on sidewalks, maintain a comprehensive inventory of pedestrian facilities, and monitor usage of these facilities.

What are other cities doing?

Westminster, CO $6/month on monthly utility bill for sidewalks and street lighting 2013 city ordinance, updated from % of sidewalks in acceptable condition

Englewood, CO Opt-in fee paid into concrete utility fund 1997 city ordinance $0.123 per square foot of concrete added to water bill 95% of homeowners participate

Ann Arbor, MI Five-year mill levy (1/8 mill) Approved by voters in 2011 Each year repairs are made in roughly 20% of the city Completion expected in 2016

Ithaca, NY Annual maintenance fee based on lot type 2013 city ordinance $70 for low foot traffic lots (single family and duplex) $140 plus $0.015 per square foot of building and $30 per 55 feet of lot frontage for other lots

A proposal for Denver Annual property fee $1.25 per linear foot of street frontage Based on 50-year lifecycle 2% (1.72 million square feet) of sidewalks replaced per year

WalkDenver is petitioning the City and County of Denver to: Assume responsibility for building and repairing sidewalks Establish a dedicated funding source for this purpose Learn more at
