The next steps for regional co-operation GRI NW Stakeholder Group 25 November 2011

ENTSOG / TSOs regional activity TSOs are committed to working with all actors in order to deliver enduring market enhancements –This includes working at national, European and regional levels TSOs are willing to engage in current regional cooperation projects where progress can be realised TSOs have already published the first Gas Regional Investment Plan TSOs are seeking to identify projects for regional work from European processes 2

3 European processes must be given a chance; regional projects will follow Roadmap to 2014 Voluntary early implementation to start, where sufficient stability of draft NCs consistent with national law enabling regulatory conditions Framework Guideline Network Code Comitology Formal Implementation ACER Opinion and Commission decision Areas where stability is needed Capacity Allocation Balancing Tariff Interoperability

Regional Activity Delivery of progress needs to be consistent with European 3 Year plan Future regional co-operation should focus on : Leaving room for flexibility/communication to cover geographical and relevant actor considerations Enabling the implementation of European codes Ensuring efficiency in the deployment of resources Future projects may: Include a detailed examination of the issues to be solved in order to implement new ideas in the Gas Target Model And/or include piloting some of the concepts from the codes or GTM Have a “best fit” governance structure developed on a case by case basis. GRI will remain as a key communication vehicle 4

Conclusions All parties inc. TSOs, ENTSOG, NRAs, ACER, and market participants have limited resources –Must avoid duplication of efforts Clear focus on medium/long term goal is very important TSOs and ENTSOG are ready to listen to all stakeholders and respond accordingly 5
