- Projects identification - Projects prioritisation - Capacity building on project preparation - Institutional strengthening on implementing investment heavy directives, - Facilitating dialogue between countries and donors community - Developing tools and manuals PEIP SCOPE OF PEIP - Project duration: (since 2002) May 2007 – May 2009 (24 months) Project budget: 400,000 euros Project coverage: 6 countries (Albania, BiH, Croatia, FYROM, Montenegro and Serbia Kosovo UNSCR 1244) 3 sectors = air, waste, water ! Budget per country: approx euros WHAT PEIP DOES NOT DO- - Project preparation (feasibility Studies, pre-feasibility studies, EIA etc)

Regional impact of PEIP – since 2001 Past situation in the SEE: - Lack of harmonised approach towards projects identification and prioritisation - Donors supporting not priority projects - Lack of understanding of donors requirements - Low flow of money to the region - negligible number of infrastructure projects developed Present situation: - Harmonised approach exist - Better understanding of donor requirements - More infrastructure projects financed - Donors increased their financial assistance to the region PEIP input to the process: Infrastructure projects identification Assistance in prioritisation Developing lists of projects Capacity building on project preparation Identification of barriers and solutions for infrastructure projects

The way forward – New challenges in SEE - EU investment heavy directives - Identification of all projects needed for compliance - Developing domestic sources of finance - project proponents capacity building - improving conditions for borrowing and private sector involvement Expected results - Lists of projects for compliance - Trained project proponents - Increased flow of resources to the region - Increased number of infrastructure projects PEIP response to the challenge - Updating lists for compliance with EU directives; - Developing manuals for project proponents; - Supporting regional networking and facilitating dialogue - Providing capacity building to project proponents

Work plan 2008 Activity 1 – Developing updated lists of infrastructure investment projects Two updates in 2008 (May, November) Identified new projects – gathering information on project identification forms (PIF) and conducting prioritization Developing case studies of successfully financed projects Developing two analytical reports – accompany the updated lists

Work plan 2008 Activity 2 – Manuals on developing and preparing environmental infrastructure projects One manual to be developed (May 2008) Consultations with focal points Defying the scope of manuals Aim – to present it on the next regional meeting
