Introduction: National Security/Emergency Preparedness (NS/EP) users rely heavily on public telecommunications networks to facilitate recovery operations for natural and/or man-made disasters events. They need to make authorized calls anywhere, anytime in times of network congestion. As commercial telecommunications infrastructures have evolved to IP-based technology (e.g., IMS, POC, etc.), end-to-end priority services (e.g., voice, video, , and data.) are needed to support NS/EP community. Problem Spaces: - End-to-end priority (i.e., distinguishing flows) - single domain (“own” resources), across domains - Security to ensure authorized ETS - Authentication, authorization, possibly confidentiality
