Standards Coordination Conference July 9-10 “A Wireless Focus” Ed Hall VP for Technology Development ATIS

“A Wireless Focus” Standards Mean Business A Standard Should: Be Responsive to Business Processes Define Service and Performance Requirements Be Timely Ensure Interoperability A Successful Development Process Avoids Duplication and Assures Implementation!

“In the Beginning” A Successful Initial Response to a Burgeoning Wireless Industry: User Requirements set by Users (CTIA) Joint activities between SDO’s (ATIS and TIA) –Responded quickly with uniform specifications –Interfaced with Existing Landline Infrastructure –Wireless Standard Adopted by FCC (Part 22) –Address National Issues Wiretap E9-1-1 LNP TTY

“Wireless Growth” Unprecedented Growth Rate in Wireless Created Demand for: –Greater Capacity –More Services and Features –Global Interoperability Industry Responds with Personal Communications Service (PCS)

“ The Digital Meltdown” Challenges To Interoperability Response to Capacity Creates Digital Variances: GSM vs. TDMA vs. CDMA Industry Realigns; User Requirements Now Set By Interest Groups. –GSMA (GSM) –UWCC (TDMA, renamed 3G Americas) –CDG (CDMA)

“ Global SDOs ” Competition for Global Interoperability Causes Regional SDO’s to Partner Internationally –3GPP (GSM): ATIS T1;North AmericaETSI; Europe ARIB; JapanTTC;Japan CWTS;ChinaTTA; Korea –3GPP2 (CDMA): TIA;North AmericaARIB; Japan CWTS;ChinaTTC;Japan TTA;Korea

Harmonization Harmonization Would Move GSM and CDMA Standards To One Common Body However!! Strong Regional Economic Interests Will Prevent Full Harmonization Globalization Will Not Dissipate Regionalization –Geopolitical Issues –Demographics –Business Interests of “Powerful” Companies

Harmonization Limited Cooperation Does Exists Between 3GPP and 3GPP2!! Both plan to migrate to All IP - All the Time Data, Voice, Signaling (Relies on IETF protocols) Both met at the IP Core Network Harmonization Workshop sponsored by IETF and MWIF, April 2002 3GPP and 3GPP2 will continue to co-exist for the foreseeable future

“A Wireless Focus” Other 3G Applications On the Horizon May/Will Include: –HS Access to the World Wide Web Successful applications will be XML based programming interfaces and open standards!! –VoIP –Multimedia Messaging Services (MMS) –Commercial Location Services

How Do We Proceed? Strong Business and Service Requirements Drive 3G / 4G Features...What was once a Novelty is now Mission Critical! A Traditional “Consensus” (ANSI) Approach to Standards Development is Required But, They Must Be Timely and Implementable to support the dynamic, technical evolution!

How Do We Proceed? Alternative Approach to Standards: Different and Diverse Broad Consensus Individual Representation OK for Static and Local IT Systems Since (Internet Is Not One, Uniform Network) Generally difficult and not implementable For Telecommunications Systems Where Continuous Availability Is Critical.

Solution ATIS Approach to Standards Identify Priorities - User Input Identify Essential Technical Requirements Determine [SDO] Gaps Coordinate and Monitor The Work Effort –Avoid Duplication! –Establish Time Lines –Test for Interoperability

“A Wireless Focus” Thank You! Ed Hall VP Technology Development ATIS 202.434.8866 ehall@atis.org
