Purposes of Government A New Orleans police officer keeps watch over a section of the French Quarter in New Orleans, La., on Sept. 1. Officials called for a mandatory evacuation of the city, but many residents remained in the city and had to be rescued from flooded homes and hotels and remain in the city awaiting a way out.

New Orleans police officer Henry Bradford Sr. receives a preventative hepatitis A shot in his left arm and a hepatitis B shot in his right.

An evacuee displays his Red Cross debit card at the Reliant Center on Sept. 8 in Houston. The Red Cross card being distributed is intended to help Hurricane Katrina evacuees. It can carry balances of a few hundred dollars to a couple thousand dollars, depending on a family's size and the age of its children.
