4. FEMA Federal Emergency Management Agency PURPOSE:
The agency's primary purpose is to coordinate the response to a disaster that has occurred in the United States and that overwhelms the resources of local and state authorities.

The governor of the state in which the disaster occurs must declare a state of emergency and formally request from the president that FEMA and the federal government respond to the disaster.

6. FEMA Response capabilities
FEMA's emergency response is based on small, decentralized teams trained in such areas as the:
National Disaster Medical System (NDMS);
Urban Search and Rescue (USAR);
Disaster Mortuary Operations Response Team (DMORT);
Disaster Medical Assistance Team (DMAT);
Mobile Emergency Response Support (MERS).

Voluntary Evacuation. A warning to persons within a designated area that a threat to life and property exists or is likely to exist in the immediate future. Individuals issued this type of warning or order are NOT required to evacuate, but it would be to their advantage to do so.

Mandatory or Directed Evacuation. A warning to persons within the designated area that an imminent threat to life and property exists and individuals MUST evacuate in accordance with the instructions of local officials.

10. EVACUATIONS
In the United States a person cannot be forced to evacuate under most conditions. To facilitate voluntary compliance with mandatory evacuation orders first responders and disaster management officials have used creative techniques such as asking people for the names and contact of their next of kin, writing their Social Security Numbers on their limbs and torso so that their remains can be identified, and refusing to provide government services in the affected area, including emergency services.

11. EVACUATIONS
Despite mandatory evacuation orders, many people did not leave New Orleans, United States, as Hurricane Katrina approached. Even after the city was flooded and uninhabitable, some people still refused to leave their homes.
Whatever you decide, it is extremely important to have an evacuation plan. FEMA provides some guidelines to help you prepare:
