Background and the Current Situation Two reports on an improvement in government statistical services have been published. ・ New Directions in the Development of Government Statistical Services (By the Meeting of the Heads of the Statistical Departments of the Cabinet Office and Ministries) in June 2003 ・ Towards the Structural Reform of Official Statistics (By the Committee for Development of Economic and Social Statistics of the Cabinet Office) in June 2005 Towards the Creation of the Economic Census in Japan

5 Both reports have made the following points in connection with the field of economic statistics in Japan. ・ The necessity for the creation of the Economic Census (provisional title) Due to: ・ Lack of the comprehensive industrial statistics as well as the service sector statistics in the whole country ・ Development of the basic statistics for the estimation of GDP Towards the Creation of the Economic Census in Japan

An Outline of the Census (coverage) ・ All the establishments and the enterprises in Japan, excluding households engaged in agriculture, forestry, and fisheries (two censuses) ・ 2009 Census conducted by the Ministry of Internal Affairs and Communications (MIC: Statistics Bureau) ・ 2011 Census conducted by MIC and METI (Ministry of Economy, Trade and Industry) (legal basis) ・ Designated Statistics by the Statistics Law Towards the Creation of the Economic Census in Japan Towards the Creation of the Economic Census in Japan

Survey methods and Periods (survey methods) ・ At present, most of the nation’s large-scale statistical surveys are conducted by the central government through the prefecture governments, the municipal governments and the enumerators. ・ Census is also planned to use the same survey methods as above one.

8 Towards the Creation of the Economic Census in Japan (census questionnaires) ・ Census questionnaires are distributed and collected to/from the establishments or the enterprises by the enumerators at the same periods. (census period) ・ Five-year period, starting from 2011 Census

Survey units ・ An “Establishment” used as a survey unit for both 2009 and 2011 Censuses ・ An “Enterprise” also used as a survey unit for both 2009 and 2011 Censuses * Definition for an Establishment and an Enterprise are under consideration.

13 Towards the Creation of the Economic Census in Japan (2011 Census) The followings are the same as 2009 Census survey items. ・ Name, address, contact information ・ Legal organization ・ Distinction of Head or Branch office ・ Names and addresses of Head and Branch offices ・ Opening year ・ Number of persons engaged in business ・ Capital fund

14 Towards the Creation of the Economic Census in Japan (2011 Census continued) The following items are designed to grasp accounting information on the establishments and the enterprises. ・ Turnover/sales (full amount) ・ Turnover/sales by economic activities * Terminologies for the Census are under consideration.

15 Towards the Creation of the Economic Census in Japan Towards the Creation of the Economic Census in Japan (2011 Census continued) As for the survey items on turnover/sales, the following industries to be surveyed as an enterprise basis. ・ G Electricity, Gas, Heat supply and Water ・ H Information and Communications: 37 Communications and 38 Broadcasting ・ I Transport ・ K Finance and Insurance ・ N Medical, Health care and Welfare: 751 Social Insurance Organizations

Present Large-scale Statistical Surveys The followings are the present large-scale statistical surveys related to the Economic Census. ・ Establishment and Enterprise Census (MIC) ・ Survey on Service Industries (MIC) ・ Census of Commerce (METI) ・ Census of Manufactures (METI) ・ Census of Agriculture and Forestry (MAFF) ・ Fishery Census (MAFF) Some of them are to be abolished or streamlined.

Conclusions The followings are expected to improve government statistical services. ・ Development of name list of establishments and enterprises ・ Utilizing the results as population information for various surveys ・ Improving the accuracy of the estimation of GDP ・ Development of comprehensive industrial statistics ・ Development of statistics on relating to diversified activities of enterprises ・ Development of statistics on regional economic activities
