Background – The need “Europe 2020” and its flagship initiative “Innovation Union” aim to achieve smart growth through innovation Commitment 21 of the “Innovation Union” states: o “Mechanisms are needed to further strengthen knowledge transfer offices in public research organisations, in particular through transnational collaboration” Circa €95 billion p.a. is spent by PROs on research in Europe Returns through innovation remain low o Compared to the USA, Europe spends 3.3 times as much per €1m in license fees generated o In 2006 US industry spent €1.31m to get €1m back in license income; compared to €81m spent by PROs in Europe

Background – The Solution To create growth and jobs more research needs to make its way to industry and the markets Most university TTOs across Europe lose money, despite the vast pool of IP available o Hidden potential in sleeping patents across Europe (source: PatVal I and PatVal II surveys): After seven years, just 36% of approved PRO patents were exploited commercially, compared to 60% for industry. Solution: More effectively move IP into industry through Technology Transfer, primarily through contract R&D, licensing and spin-outs

Background – EC Capacity Building Action H2020 Call: CBTT : Capacity Building for Technology Transfer o Aim: Share experiences of Europe’s leading Public Research Organisations (PROs) with those PROs with the greatest potential to commercialise their research results by Gathering best practice Training on tools, methods and insights Mentoring from Key Experts and experienced PROs Pera Consulting-led consortium awarded the contract

Why are some TTOs performing better? Wide Reaching support A Capacity Building Strategy (CBS) is being drafted with the help of a number of seasoned TT practitioners Over-arching strategy based on a review of existing CB initiatives throughout Europe o EC/JRC o WIPO o EIF o EUKTS o EBAN Aims to be a platform where an applicable, coherent and accessible TT capacity building legacy (“Body of Knowledge”) can be accessed o Including PROGRESS-TT’s own legacy

Helping TTO perform better Most barriers to TTO growth relate to a lack of knowledge, systems, experience or desire, all of which can be at least partially addressed by capturing and sharing good practice (and adapting them to the local context) PROGRESS-TT’s specific implementation plan focuses on 4 Critical Areas identified through mapping of the perceived training needs by TTO professionals and the current training offer o Scouting new ideas and technologies o Proof of concept testing and validation o Access to Finance and interactions with investors o Organization, Staffing, Governance of the TTO

Assessing the Potential of Individual TTO Taxonomy for technology transfer Key parameters are o Potential, as in the size and relevance of the research base: Number of researchers, quality of research, fields of research, international reputation/recognition, industry relations, joint research with industry, etc. o Desire, reflecting the level of awareness and strategic emphasis: Institutional, regional, and institutional culture, policies, strategies and operational incentives. o Systems, defining operational capabilities: The size, experience and maturity of a dedicated organization with TT professionals o Stakeholders describing their access to relevant funding and to a complete “ecosystem” for technology based innovation. PRO-TT Pilot: How can Turkish TTOs take part? Greatest impacts can be achieved most cost-effectively by learning from models for business growth, such as intensive coaching and mentoring o Working with selected organisations through coaching is more effective in producing radical change of the type needed within the Technology Transfer environment o Intensive support for selected ‘high-growth’ organisations is significantly more effective at generating impact than ‘generic’ support, or financial incentives/grants We will offer to 30 beneficiaries three main variants of this intensive support programme Apply in December
