CES Seminar on “Organization of data collection and sharing, and the management challenges for the implementation of SDMX” Session 1 Hank Hermans CES / Geneva – 14 June 2011

59th Conference of European Statisticians (CES), 14 June 2011, Geneva Introduction Data Collection Evolving technologies Increasing use of secondary and mixed data sources Key issue for this session: How do these changes affect the organization of data collection 1

59th Conference of European Statisticians (CES), 14 June 2011, Geneva Session 1 Presentation of the invited papers by the Netherlands and Sweden Short briefing about the contributed papers Coffee / tea break Summary Questions for the authors Conclusion 2

59th Conference of European Statisticians (CES), 14 June 2011, Geneva Introducing the invited papers Data collection and data sharing at Statistics Netherlands: yesterday, today, tomorrow presented by Ger Snijkers 3

59th Conference of European Statisticians (CES), 14 June 2011, Geneva Introducing the invited papers Towards efficient data collection at Statistics Sweden – organisational issues presented by Johan Erikson 4

59th Conference of European Statisticians (CES), 14 June 2011, Geneva Organization of data collection and sharing for national statistical organizations by Statistics Canada Centralized model Modes: CAPI / CATI / Mail / Internet used for social and business surveys Electronic questionnaires pushed as the primary mode Faces challenges on maintaining respons rates at the social surveys and reducing the respons burden for businesses Use of paradata (or process data) to analyse the data collection process Data sharing of microdata to persons or organizations that are not employees of Statistics Canada Need permission from data supplier Providing access under strict conditions. 5

59th Conference of European Statisticians (CES), 14 June 2011, Geneva The Euro-area Household Finance and Consumption Survey by the European Central Bank Discusses the challenge of reducing non-respons in wealth and income surveys Highlights the importance of personal interviews Due to skewness in the distribution of wealth across households, oversampling of this group is needed Mentions some other practices to reduce non-response and response bias 6

59th Conference of European Statisticians (CES), 14 June 2011, Geneva Summary / remarks Centralization of data collection activities Increasing use of new techniques, especially internet / electronic questionnaires Use of mixed mode surveys Developing new systems to support the changing data collection activities Respons burden 7

59th Conference of European Statisticians (CES), 14 June 2011, Geneva Questions for the authors Question for The Netherlands Activities for social and business surveys are combined in data collection. Could you tell something about clear differences between these kind of surveys and how these differences are being treated? Question for Sweden The structure of the data collection departments and units is based on the collection mode and type of respondents. Can you tell us more about the different approach for social and business surveys? 8

59th Conference of European Statisticians (CES), 14 June 2011, Geneva Questions for the authors (2) Question for Sweden The Dutch paper mentions a general data collection strategy. Could you tell us something about a collection strategy in Sweden? Question for The Netherlands One of the effects of the new data collection strategy is that local decision making shifts to corporate decision making. Can you explain this statement? 9

59th Conference of European Statisticians (CES), 14 June 2011, Geneva Questions for authors and audience The use of mixed mode surveys seems to stimulate the centralization of data collection activities. The papers do not discuss the use of mixed sources (combine data from administrative sources and surveys) 1.Can you give an indication if and how the use of mixed sources affect the organization of data collection? 2.Are there examples where the use of mixed sources has lead to a change in the organization of data collection and can you give an explanation how? 10

59th Conference of European Statisticians (CES), 14 June 2011, Geneva Questions for authors and audience (2) Both papers say that centralization of data collection activities creates a tension between data collection and subject matter units. Let us take into account the need for reducing the response burden. 1.Does this affect the organisation of data collection? → answer by The Netherlands → reaction of the audience 11

59th Conference of European Statisticians (CES), 14 June 2011, Geneva Conclusions Very useful and interesting papers Centralization of data collection activities can contribute to: Cost reduction Effective collection strategy Reduction of response burden Attention should be given to the relationship between data collection and subject matter 12
