ABL Licensing Process Ensure applicant meets statutory criteria SC Code - Title 61 - Chapters 2, 4 & 6 SC Code of Regulations Chapter 7 – Set up, process and issue/deny – SLED’s role – Renewals – quarterly schedule (ABL is processing a different renewal period every quarter) – License denial reasons Tax Liabilities Bad, Moral Character of a Principal(s) Undisclosed Principal(s) Proximity to school, church or public playground Illegal Immigration Reform Act Public Protest Unsuitable location Failure to meet restaurant requirements Misstatement or Concealment of fact Prior Revocation of license/permit Missing information (misc.)

ABL Violations – Process administrative violations written under Title 61 & Regulation Chapter 7 – SLED – Local Law Enforcement – Historically 100 violations per month Fines, suspensions, revocations $500K fines per year (to General Fund) Typical Violations – Selling beer, wine or liquor to minors – Selling to non members at a private club – Selling afterhours – Selling in violation of discount pricing (Happy Hour) – Lewd immoral or improper entertainment – Three-tier law – Sale of excluded products – Signs not properly posted/displayed – Drinking contests/games – Violation of Stipulation/Restriction Agreements – Food Service – Sale on Sunday (without LOP or P7B) – Keg tag violation (233 Violation Types)

BINGO The bingo unit issues licenses, collects taxes and enforces the Bingo laws. Bingo patrons wager approximately $120 million yearly playing bingo and roughly $80 million is paid out as bingo prizes Approximately 110 licensed BINGO locations

LICENSES 4 Types of licenses: Bingo licenses (to non profits) (see next slide for different classes) Promoter’s licenses Paper (Bingo Cards) Manufacturer licenses Paper Distributor’s licenses Bingo licenses are only issued to non profit organizations These nonprofits normally contract/hire an outside person, known as a promoter, to run the day to day operations of the bingo, and they are required to be licensed The bingos are only allowed to purchase paper from a licensed paper distributor. Licensed distributors are only allowed to obtain the paper they sell from a licensed paper manufacturer.
