DETERMINE STRATEGIES, TACTICS, TIMELINES, AND MILESTONES th Street NW, Suite 1100 NW, Washington, DC | MM / DD / YYYY | Page 1

OVERVIEW OF STEPINPUTS NEEDED Develop a detailed plan to achieve goals, including strategies and tactics, such as introducing state legislation to mandate breakfast after the bell or helping schools to serve afterschool meals. Forecast the progress you will make each year to establish annual milestones. Goals Local knowledge to evaluate which strategies will be most successful Review of interest of key decision-makers and local power structure to make needed changes Knowledge of best practices, results, and challenges from other No Kid Hungry campaigns to inform your work DECISIONS TO MAKERISKS AND CHALLENGES The strategies you will employ to achieve your goals including your approach and target areas The annual milestones you will achieve along the way The timeline of your campaign Timing of plans and securing funding – there is a risk that your plan cannot be executed on your timeline if you cannot raise the funds needed which will slow down your progress to goals. Detailed plan of strategies and approach to achieve goals, including a projected timeline, milestones, and annual goals. RESULTS OVERVIEW

A THOROUGH UNDERSTANDING OF THE LOCAL LANDSCAPE WILL HELP YOU CHOOSE STRATEGIES THAT ARE THE MOST LIKELY TO SUCCEED IN YOUR COMMUNITY. Use these questions to help you understand the assets available in your community: Which state agencies administer the target federal nutrition programs in your community? How are the programs administered today? What are the opportunities for growth? Do you have access to decision-makers in the state agencies or influencers of the state agencies? Are decision-makers supportive of efforts to grow the programs? How is the school system structured and who are the decision-makers within the school system, i.e. at individual schools and/or districts? Do you have access to the decision-makers or to influencers of the school system? Are decision-makers supportive of efforts to grow the programs? Who are other local influencers, partners and key stakeholders that can support or complement your work? What does the local political environment look like? Are there opportunities to offer and pass legislation or administrative changes? DETERMINE STRATEGIES AND TACTICS

PROGRAM AREASTRATEGY EXAMPLESDESCRIPTIONWHEN TO USE BREAKFASTLaunch a breakfast challenge A contest for schools/ districts to increase breakfast participation Increase general awareness Introduce the concept of breakfast after the bell to early adopters Generate excitement around campaign Target outreach to school administrators to offer breakfast after the bell in their schools Convince local administrators to offer breakfast after the bell in their schools Identification of high-need school districts/ schools with administrative support to implement breakfast after the bell Adopt breakfast legislation Advocate to increase breakfast participation through legislative change Favorable political environment for change SUMMER MEALSIncrease the number of summer meals sites and sponsors Growth in supply of summer meals service Untapped school or community sites and sponsors Strengthen existing sites and sponsors Capacity building and coordination of existing summer meals service providers Existing network and available data of sponsors and site performance Partnership with state agency MULTIPLE PROGRAMS Develop partnerships with your state agencies Strategic coordination, capacity extension Strong connection to agency leadership Promote schools as nutrition hubs Encourage and support schools/districts to offer multiple programs to students Strong relationships with school officials SAMPLE STRATEGIES

What are the strategies that will be most successful in your local environment? What results can we forecast from each strategy? What is the right mix of strategies to achieve goals? What strategies will you directly implement and what can be implemented by partners? What is realistic given the likely available resources? How will you prioritize strategies, assuming limited resources? CHOOSING STRATEGIES TO ACHIEVE GOALS THE FOLLOWING QUESTIONS WILL HELP YOU TO CHOOSE THE STRATEGIES THAT ARE RIGHT FOR YOUR COMMUNITY:

DETERMINE THE TIME HORIZON Depending on your goals and plans, how long will you need to run the campaign until you achieve your goals? SET MILESTONES Over the time horizon, what are the annual goals that you will accomplish? ESTABLISHING TIMELINES & SETTING ANNUAL MILESTONES You will likely need to run multiple scenarios of progress to goals to feel comfortable with your time horizon. Share Our Strength advises 3-5 years for full campaign activities but will depend on your baseline and resources available.

EXAMPLE TIMELINE AND MILESTONES Projected Percent Participation of Free and Reduced-Price Kids in School Breakfast and Afterschool Meals (supper) over School Lunch Participation YOUR TIMELINE WILL DEPEND ON YOUR COMMUNITY’S STARTING POINT, AVAILABLE RESOURCES, AND YOUR STRATEGIES.
