10 The purpose of today is to explore implementation issues in terms of 3 key questions…. 1.What do local authorities need to by when in preparing for implementation? 2.Where local implementation is dependent on legislation or guidance, what does national government need to do by when to address this? 3.What are the priorities for development of tools and other resources to support local implementation (e.g.. action at national or regional level)?
