2 Message from James Snider, CBP, Trade Program Manager. April 15, Paraphrased for this presentation; Stakeholders: On June 10, 2009, we held our first Business Resumption meeting at Otay Cargo. Subsequently, we held additional meetings during the remainder of the year in order to gather information for our Business Resumption Plan. Based on the information and feedback obtained during these meetings, the San Diego Field Office (CBP) drafted a Business Resumption document. A few months back, I sent out a draft copy of the Business Resumption plan for review. Based on your comments, the Business Resumption draft plan was updated and finalized.

6 BUSINESS RESUMPTION Objective: Develop a workable operating plan of activities required to return the Otay Mesa Cargo Port to normal operation after a severe emergency.

7 BUSINESS RESUMPTION Scenario Evaluated: A HIGH magnitude earthquake with an epicenter near the port occurs at the beginning of a work day, causing severe damage to the port and to SR 905 and SR125, effectively isolating the port on the US side. There is similar damage on the Mexican side of the border.

10 BUSINESS RESUMPTION First 24 Hours Human Life and Safety Security of US and Mexican Customs Compounds Establish communications with agencies (Fire, Police, CHP, Cal Trans, Mexican Consulate etc.)

11 BUSINESS RESUMPTION First 24 Hours Determine damage and operational capability Establish muster zones for drivers and others in the compound Notifications to trade stakeholders

12 BUSINESS RESUMPTION Second 24 Hours and Beyond Move and process trucks that are in the compound if possible Clear both US and Mexican Customs compounds

13 BUSINESS RESUMPTION Second 24 Hours and Beyond Determine likely length of time that the port will be closed and communicate this information If the port will be shutdown for a long period, start set up for re-routing shipments for processing at Tecate and Calexico/Mexicali

14 BUSINESS RESUMPTION Second 24 Hours and Beyond Relocate CBP and brokerage personnel to Calexico and ramp up that port for extended hour and/or 24 hour operation Determine priorities for movements in Tecate and Calexico

15 C-TPAT/FAST & Perishable processing will be top priority C-TPAT will get front of line privileges May need to establish specific time for perishables crossing

16 Reopening of Ports & Roads Bring Port Operations to full capacity on an incremental basis Determine what importations would begin to enter at Otay Mesa 48 Hour Notice when Otay Mesa will return to full operations If Partial Opening, Priority to C-TPAT, Perishables & Emergency Cargo
