12 From Cambridge Study: To form a “System of Systems” approach for achieving a near-term capability in the El Paso/Juárez region for (1) Reductions in Wait Times; (2) Reductions in Border Congestion; (3) Improvements in Cross-Border Supply Chains and Logistics; and (4) Improvements in Air Quality. BRIDGE OF THE AMERICAS PORT OF ENTRY (“BOTA”)

13 Prepared for Texas Department of Transportation by Cambridge Systematics, Inc. June 2011 El Paso County Secure Border Trade Project (page 4-2) The Secure Border Trade Project, being implemented by SecureOrigins (funded by U.S. Federal Highways Administration and Department of Transportation) will utilize state-of-the-art technology … such as the integration of Geographic Information Systems (GIS), Relational Database Management Systems (RDBMS), Geographic Positioning Systems (GPS), Webcams, RFID systems, and Sensors to create a shared platform to ensure the interoperability of all applied systems. This work is also related to an ongoing CBP-approved test program currently in operation that SecureOrigins has initiated with several Maquila Plants. This test program is supporting enhanced visibility of cargo moved by truck from Juárez ‘origins’ to El Paso ‘destinations’ … and involves swifter transit of trucks across the border through the use of a dedicated truck gate/lane in cooperation with CBP. Milestone for the City of El Paso (October-November-December): To achieve 250 Trucks-per-day on the Dedicated Lane at Zaragoza International Bridge.
