What Are Title 1 Funds?  In 1965, The U.S. Congress passed the Elementary and Secondary Education Act (ESEA). The most recent reauthorization occurred in December The law was renamed the “No Child Left Behind Act (NCLB) and signed into law by President Bush in January  NCLB is divided into numbered parts called “titles”, each having a different educational focus.  The focus of Title 1 is on improving the academic achievement of children attending schools with high levels of low-income families and who need additional help to meet rigorous academic performance standards.
