Preliminary “Whitepaper” written by sponsor to document: Compelling Reason for change. All stakeholder Concerns related to proposed change. Qualification Plan to validate concerns with data. Quantifiable, pre-defined Success Criteria. Preliminary whitepaper is then submitted for review. Qual. Plan tests are executed by supplier and/or third party Data is compiled in data summary.
