The Access Initiative and the Partnership for Principle 10 World Resources Institute Nathalie Eddy

The Access Initiative A global civil society coalition promoting access to information, participation, and justice in national decision-making that affects the environment. 6 organizations jointly lead The Access Initiative

Global Growth of TAI Network

The Access Initiative Strategy Develop and refine an indicator-based tool to assess government performance Support civil society teams in an increasing number of countries to conduct TAI assessments Urge governments to act on results Encourage collaboration between civil society and government on access

What does TAI assess? Access to information Public participation Access to justice Capacity building Law and practice related to:

TAI Version 1.0 A CD-ROM tool from The Access Initiative

What is the TAI methodology? Web-based database 148 indicators Facilitates national assessments conducted by civil society Guides civil society to form research teams & plan assessment strategies Enables researchers to run queries to identify trends in strengths and weaknesses Global database of findings for public access Provide information in multiple languages

With what results? Governments respond to TAI recommendations Body of global access information and experiences continues to grow Global TAI network continues to grow TAI methodology further refined

Partnership for Principle 10 Platform for Principle 10 activities worldwide PP10 Partners: governments, NGOs and international organizations committed to Principle 10 More than 25 Partners and growing

PP10 Strategy Develop strategies to implement Principle 10 at the national level Exchange information, share best practice & produce collective outputs Serve as a mechanism for monitoring and self- evaluation Mobilize financial resources for Principle 10 implementation Promote recognition & implementation of Principle 10 in international agreements, processes & initiatives

PP10 Global Database Keep it simple! Electronically upload draft partner commitments (not publicly accessible) Review draft commitments on line or offline & record comments from peer reviewers Review & finalize commitments (&track changes) based on peer review comments Revise commitments based on rolling commitment process agreed upon by the CoW Include “impact” and “products” fields in progress function. This should include indicators for success Ability to link PP10 commitments to findings in TAI assessments in that country Ability for public to view commitments and changes on web-based database

PP10 – Potential Collective Products Best Practice - case studies (General and sectors) Model access laws and regulations. (General and Sectors) Commitments and tracking progress on web Aarhus tracking - with special reference to PP10 commitments, UNITAR format reports and Aarhus self reports.

Potential Synergies with Aarhus TAI -TAI indicators measure efforts relevant Aarhus Articles -TAI findings cover some same areas as Aarhus Compliance reports PP10 -Aarhus Clearinghouse and planned PP10 Global Database both will cover information on Principle 10 initiatives worldwide -PP10 commitments provide a possible avenue for addressing weak point in Aarhus self- reporting

Aarhus country reports & reports in UNITAR format Tracking to PP10 commitments Tracking to TAI reports Best practices Collective products such as best practices Global resources Potential Synergies with PP10 Database & Aarhus Clearinghouse
