Overview of CABY Regional planning effort began in 2006 with adoption of IRWMP in 2007 Region covers 4 watersheds: eastern boundary defined by headwaters.

BAY AREA IRWMP SINCE PLAN ADOPTION: From January 2007 to Now

Reviewed Governance Watershed group convened in March. Wanted more local voice, as well as more citizen and resource and regulatory agency involvement. Flood group wanted to add land use agencies to decisionmakers. WSWQ and WW/RW wanted status quo.

Reviewed Governance Conservancy invited other FAs to participate in governance discussion among GMs and electeds. Tabled idea due to lack of interest/willingness. No change has been made in governance structure or participation. May change in response to future Prop. 84 guidelines or legislation.

Refined Chair, Added Vice-Chair Expect chair and vice-chair to provide leadership, remain neutral, represent CC Stan Williams, GM of Santa Clara Valley Water District retained as chair; Nadine Hitchcock appointed vice-chair CC meetings seem more focused and productive since change was made in early summer

Awarded $12.5m for Projects from Prop. 50 Round 1 Proposal package asking for $25m decided upon before full involvement by Conservancy; therefore, no habitat Originally rejected by DWR due to inadequacy of Bay Area plan reviewed in draft form Later, DWR decided to fund various deficient proposal packages at $12.m ea.

Prop. 50 Round 2 Step 1 is evaluation of plan. Will hear in Nov. if invited to submit Step 2 proposal in Jan. Most available to Bay Area is $12.5m. WS/WW not participating in proposal. CC has agreed to include 2 regional projects: Bay mercury risk assessment and 9-county topo mapping

Prop. 50 Round 2 Rest of projects will probably be multi- purpose, site-specific projects from Cohort 1 in the plan. Harry is leading committee trying to decide on fair distribution of potential funds among counties and fair and practical way to select projects for funding package.

IRWMP Funding for Watershed/Habitat Projects Will watershed projects be competitive with water supply and other water infrastructure projects? Yes. All projects expected to benefit from having multiple purposes. We are seeing more emphasis on multi-purpose projects. Prop. 84 guidelines will provide more clues and directions.

IRWMP Funding for Watershed Projects What IRWMP funds will be available for the Bay Area, including watershed projects? –Up to $12.5m from Prop 50 –$138m from Prop. 84 (not appropriated yet) –Possibly a portion of Prop. 84 $100m for IRWMP but not allocated to any region

IRWMP Funding for Watershed Projects When will there be new grant rounds? –Discussed Prop. 50 Round 2 earlier –DWR not sure when Prop. 84 Round 1 will be conducted. Probably will be for planning to improved IRWMP plans, including functional area components

IRWMP Funding for Watershed Projects When will new projects be added to the plan? –As mentioned earlier, a committee is trying to figure that out.

Setting up Regional Stream and Watershed Group Help from BAOSC staff and new ED of Urban Creeks Council, Phil Stevens Steps: –Reconaissance with organizers of Sept watershed workshop (10/06) –Convene volunteer steering committee (10/06) –Clarify vision and purpose (11/06) –Convene regional grp with strg. com. advice (1/07?) –Identify committees, incl. voice in reg. planning –Challenge: net benefit to streams/wtrsheds

Other Conservancy Stream and Watershed Activities Interviews with 30+ local and additional regional groups to confirm/add to understanding of technical/communication/other impediments to effective stream and watershed protection and restoration (10/07-12/07) Fill selected needs identified
