MV-ECON QUERY PROFILE Roadside Query for Motor Vehicle Owner ‘Emergency Contact / Next-Of-Kin Data

MV-ECON Synopsis Emergency responder, specifically law enforcement, roadside query of a national repository of motor vehicle owner ‘emergency contact / next-of-kin’ data Data is a minimum of a name and telephone number for at least one contact person (VIN) represents the unique ID utilized by law enforcement to query National Law Enforcement Telecommunications System (Nlets) hosted repository Recommendation is to leverage data exchange standards successfully implemented by the Global Justice Information Sharing Initiative and extend the Global Justice XML Data Model (GJXDM) Next phase (not included in current scope) is enabling Nlets to pass data to EMS regarding availability and location of motor vehicle owner-designated personal health record (PHR).

STEP 8. EMS and receiving hospital exchange crash victim pre- hospital PCR data in real-time Nlets STEP 7. EMS download crash victim PHR data based upon positive ID and/or PHR ‘pointer’ associated with MV/ECON data and auto-populate pre-hospital Patient Care Report (PCR) STEP 5. Police positively identify crash victim and send crash victim positive ID, emergency contact data and associated PHR ‘pointer’ to EMS STEP 1. Motor vehicle crash occurs involving unidentified, unconscious, perhaps deceased, victim STEP 10. Expedited Family Reunification & Next-Of- Kin Notification STEP 2. Police Arrive STEP 3. Police send a Motor Vehicle/Emergency Contact (MV/ECON) query to Nat’l Law Enforcement Telecommunications System (Nlets) to obtain crash vehicle registration info and vehicle owner ‘emergency contact’ data, including, if available, an electronic ‘pointer’ to a Personal Health Record (PHR) STEP 4. Police begin process of contacting ‘emergency contacts’ to assist with positive ID of unidentified crash victim STEP 6. EMS Arrive STEP 9. Police use MV/ECON data downloaded from Nlets to begin process of family member reunification and, if crash victim is deceased, next- of-kin notification The 10 Steps of Emergency Responder Health Information Technology (HIT) Interoperability Nlets

MV-ECON Business Value The goal is to achieve a significant reduction in the notification timeframe (current national average is over six hours) by establishing a nationwide interoperable system enabling emergency responders to securely access a minimum of a name and telephone number for at least one contact person Early involvement of an ‘emergency contact’ to advocate on behalf of a crash victim and/or to provide information regarding the availability and location of a crash victim’s personal health record (PHR) has the potential to greatly enhance emergency healthcare and post-crash survivability

MV-ECON Use Case A worst case scenario is a doctor in an emergency room trying to treat an unidentified, unconscious crash victim and has no idea what other medical conditions the crash victim may have or which medications he or she might be taking. Meanwhile, hours elapse (a national average of six hours) as family members are not notified and crash victims enter the emergency healthcare system without the benefit of family members to advocate on their behalf and/or provide added-value information to enhance the medical care of crash victims Other Use Cases involve expanding private medical alert services, such as, LifeLine, MedicAlert, to include ‘emergency contact / next- of-kin’ services
