3 NM Health Information Collaborative Health Information Exchange Network NHIN Clinician HIE Network Allergist Dermatologist Lab Emergency Room Locates the Patient’s Records Gathers and Assembles the Patient’s Records State Public Health Depts. PRIVACY PROTECTED Patient

4 NM Health Information Collaborative Nationwide Health Information Network (NHIN)  The NHIN is a network of networks  All HIE networks that adopt national standards for interoperability with other networks can be designated NHIE networks  The NHIN is comprised of NHIE networks

5 NM Health Information Collaborative NHIN Trial Implementation  NHIN test/demonstration  Contracts awarded to nine states/communities  Contract base year: October 2007 though September 2008  Plus two optional years  Objective is to test/demonstrate interoperability between NHIE networks

6 NM Health Information Collaborative Methods to Achieve Interoperability  Common network services (use cases) developed by AHIC  Implement a set of standards, defined by HITSP, to enable use cases to be interoperable  Local testing of interoperability of use cases  Nationwide testing of interoperability of use cases  Report areas where standards need to be enhanced or established

7 NM Health Information Collaborative NHIN Use Cases  Emergency Responder  EHR - Lab Results  Consumer Empowerment: Patient Registration and Medication History  Consumer Empowerment: Consumer Access to Clinical Information (CACI)  Medication Management  Biosurveillance  Quality

8 NM Health Information Collaborative Base year activities  1st Quarter – Planning, staffing, and organization  2 nd Quarter – Develop detailed specifications, implementation, and test scenarios  3 rd Quarter – Local testing of interoperability and development of business plan  4 th Quarter – Nationwide testing and demonstration of interoperability

9 NM Health Information Collaborative Benefits to New Mexico  NHIN contract will cover the costs for:  Core network infrastructure  Implementation of selected network services (use cases)  The ability to interoperate with other NHIE networks  Development of management and staff to operate and expand HIE network  Creation of a comprehensive business plan to help NMHIC become self-sufficient after the contract concludes

10 NM Health Information Collaborative Next Steps  Complete Network Subscription Agreements  Define Technical/Interface Requirements  NHIN Core Functionality – CCD patient summary record  Use case and CDC Biosurveillance data sets  Build Interfaces (by March 2008)

12 Complementary HIT Networks  Telehealth provides high resolution image, video, and audio to remote locations  HIE networks can provide interoperable health records from multiple facilities to remote locations  Telehealth and NHIE networks can be complementary to provide better health care to rural/underserved populations
