SLC Parks & Public Lands Athletic Field Reservations and Fee Changes January 9 th, 2013

Athletic Field Reservations Background Introductions Salt Lake City’s Parks & Public Lands Division (P&PL) would like to create more opportunities for youth, citizens and organizations to participate in sports leagues and activities on Salt Lake City athletic fields. 44 official reservable fields 18 “unofficial” reservable fields Through increased opportunity, updated fee schedule and updated field reservation system we intend to support equitability, health and well being within our Salt Lake City recreational community.

District 4 District 1District 2 District 3

Athletic Field Reservations Current Fees Recreational/Hourly Use $10/hr per field Organized League Use $15/per week Tournaments w/season reservation $100/day Tournaments-no season reservation $200/day Field cleaning fee if Parks staff needs to clean up after a team/league $35/per staff hour Limited availability for new league or group reservations with current weekly reservation system.

Athletic Field Reservations Fee Changes for SLC P&PL Athletic Fields Non-profit youth leagues $2/hr per field Youth leagues $4/hr per field Adult leagues $5/hr per field Concessions stand $100/month Concessions- temp needs power $50/month Concessions-temp no power $25/month Increased opportunity for new league and group reservations resulting from hourly field reservation schedule.

Athletic Field Reservations Scheduling In addition to updated fees and scheduling, there will be a new format for assigning field space hourly. Salt Lake City has leagues which have been on the same fields for many years and are considered “grandfathered” on those fields. This means that they have the opportunity to schedule the fields first. Grandfathered organizations will be limited to a 2-3 hour consecutive block of time on weekdays and a 2-5 hour consecutive block of time on Saturdays and Sundays. (Exceptions will be considered for Ute Conference Football) General reservation scheduling of any remaining field space is available for other organizations P&PL will eliminate “grandfathering” fields.

Athletic Field Reservations Prioritized Scheduling In 2013 after grandfathered leagues are scheduled and until the Regional Athletic Complex is completed in 2015, remaining field space will be assigned per field on a first come first served basis, with the following priorities: 1stNon-profit Salt Lake City youth organizations Must turn in proof of non-profit status with application Over 50% of participants must be SLC residents Rosters with participant addresses will be required before the end of the reservation or organizations will lose priority for the next year 2ndSalt Lake City youth organizations Over 50% of participants must be SLC residents Rosters with participant addresses will be required before the end of the reservation or organizations will lose priority for the next year 3rdSalt Lake City adult organizations Over 50% of participants must be SLC residents Rosters with participant addresses will be required before the end of the reservation or organizations will lose priority for next year 4thSalt Lake City School District club teams SLC School District needs to give priority to all teams representing its schools 5thOther organizations

Athletic Field Reservations Timeline Jan 10-Feb 15, 2013 Grandfathered organizations will submit an athletic field application for fields and concessions and dates/times/seasons that they are currently grandfathered for. Grandfathered organizations will be limited to a 2-3 hour consecutive block of time on weekdays and a 2-5 hour consecutive block of time on Saturdays and Sundays. Leagues that don’t turn in their schedules to P&PL by 5 pm on Feb. 15, 2013 will lose their “grandfathered” status and will have to submit applications on a first come first served basis starting Feb. 18, Feb 18 8am-Mar 15 5pm, 2013 Any organizations (including grandfathered leagues) can turn in athletic field applications to the P&PL front desk (located at 1965 West 500 South). Applications will be scheduled by prioritization in the order they are received. Jan 13-Feb 14, 2014 Feb 17 8am-Mar 14 5pm, Regional Athletic Complex fields are estimated to open.

Athletic Field Reservations Policies for Future Field Use Sweat Equity will no longer be approved to offset fees, although organizations may approach P&PL with proposals to help improve SLC fields (donations of seed, sod or labor) Youth organizations that don’t have proof of 501c3 status will be charged $4 per hour per field instead of $2 per hour per field Leagues that consist of both youth and adults will want to turn in 2 separate applications- one for youth which will be charged the youth rate for fields and one for adults which will be charged the adult rate. This will not double a league’s allotted time on SLC fields. P&PL may need to close and restore fields if field conditions become unsafe resulting from increased use.
