Welcome & Purpose Title I of the No Child Left Behind Act of 2001 (NCLB) requires each state educational agency that receives Title I funds to create a State Committee of Practitioners to advise the State in carrying out its responsibilities under the Title I program. The purpose of this committee is to review any State rules and regulations relating to Title I to ensure that they conform to the purposes of Title I.

Schoolwide Program Updates A SWP plan must be approved by the SAU and submitted to the NCLB Clearinghouse by July 1. All plans will be graded using the SWP rubric found on the Maine DOE website: –A plan must receive 108 points to be substantially approved. –An annual review must receive 70 points to be substantially approved. The SWP is a living document that should be adapted throughout the school year. An annual update is due July 1 for the subsequent years after initial approval. Plans end when ESEA is reauthorized.

Schoolwide Program Submission A copy of the Title I Schoolwide Plan or Annual Review should be submitted to the Maine Department of Education NCLB Clearinghouse by July 1. ESEA Flexibility Renewal Update Renewal application submitted on March 31, 2015 –Verbal feedback regarding the initial application received Friday May 15. (see attached) –Documented feedback from USDE received Tuesday May 19 Response to USDE required by Friday May 29. To date - 2 responses have been received from LEAs regarding feedback A small number of copies outlining Maine’s response to USDE are available. In an effort to protect the environment, electronic copies are preferred. Documentation will be uploaded to the Maine DOE Accountability and Improvement System webpage.

ESEA Flexibility Renewal Update Proposal: Maine DOE had proposed “a hold steady” for SY 2015/16 – all schools would maintain current ESEA status identification Amendment to waiver to be submitted January 31, 2016 –Workgroup to be formed regarding adjusting current accountability formula & addressing any necessary changes around pending legislation –Those interested in participating in the work group should contact Rachelle Tome, Chief Academic Officer:

ESEA Flexibility Renewal Update Pending: Removal of SBAC & impact on waiver renewal request –Education Committee voted unanimously to remove SBAC –Amendments have been suggested –Awaiting full legislative vote, date TBD – Maine DOE responded to May 19 feedback and await further USDE response.

State Equity Plan update Purpose: This plan details Maine DOE’s approach to achieve the objective of improving access to excellent educators for our state’s most disadvantaged youth. However, Maine is committed to improving student outcomes across the state by expanding access to excellent teaching and leading for all students. As such, the plan is not about a narrow and impractical redistribution of high- quality educators from low-need to high-need districts, schools, and classrooms, but rather a comprehensive approach to strengthening and maintaining educator effectiveness across the state, with an emphasis on our schools and classrooms with the greatest need.

Educator Equity plan The Plan: Established a steering team and work group at the Maine DOE. Identified key stakeholders. Reviewed data Conducted root-cause analyses and strategy identification Conducted Maine DOE analysis of stakeholder feedback Created a synthesized plan for implementing strategies, measuring and reporting progress Planned for the development of a definition of “excellent educators” To be submitted to USDE by June 1.

Professional Development/Technical Assistance Guiding Questions: How can Maine DOE provide further support districts schools and the public? What do you perceive as professional development needs for Maine schools/districts? What are the technical assistance needs of districts/schools? What mechanisms can Maine DOE put in place to meet these needs?
