Train Minnesotans in required occupational skills, and Achieve successful job placement In energy efficient and renewable energy (EE/RE) industries Expanded definition from previous RFPs Defined by the Department of Labor, Bureau of Labor Statistics, and O*NET Definition included in RFP (Attachment A) Proposals requested that will:

Questions on RFP All questions MUST be received in writing by 5:00 p.m. on Friday, December 9 th to: Questions/responses will be posted and updated regularly on the website No phone calls accepted No questions accepted after December 9 (except for December 12 webinar)

Letter of Intent 1-page maximum Should be written by employer partner Include: o Brief summary of proposal o List of partners Define their involvement in training development Commit that training would serve their workforce needs

More Proposal Detail Due by 5:00 PM Friday, December 16 ed in four separate files: o Cover page, Executive Summary, Narrative, List of Partners, 3A Activities-Timetable (either PDF or MS-Word) o Commitment Letters (PDF) o 3B – Goals/Measurable Outcomes (Excel) o Budget Pages(4 Tabs) – either PDF or Excel To:

Availability of Funds Requests from $25,000 - $250,000 Approximately $1.6 million available Approximately half to be awarded to Career Pathway Model proposals Projects must be ready to be implemented, with minimal time for planning and start-up

Placement Strategy All proposals MUST define a placement strategy resulting in jobs by the end of the grant period If training incumbent workers, include details of new position(s) to be attained after training

Allowable Use of Funds All activities must lead to placement in employment Page 8-9 of MSESP Grant Application Part I o Allowable Use of Funds  Category 1  Category 2 o Admin Costs limited to 10% maximum o Caveat on equipment purchase

Proposal Format Limit of 5 pages to Narrative, plus: o 2-page Cover Sheet o List of Partners o Table 3A – Activities-Timetable o Table 3B – Goals-Measurable Outcomes o Budget – 4 Tabs on Spreadsheet o Letters of Commitment Pages numbered, double-spaced, 12-point font, 1” margins Executive Summary may be single-spaced Proposals not adhering to required format and page count will not be considered

Other Details Reporting Requirements o Responsible for substantial ARRA reporting requirements o Must report/track participants in ARRA Recovery Act Data (RAD) system Leveraged Resources o No prescribed level, but is required Information Sharing o Funded projects will make products public o Product information provided to MSESP and DOL for distribution and replication
