Energy Efficiency Climate Change Emission Control Workshop in Prague, 20 November 2008 Opening by Friedrich P. Busch Director General EPEE, Brussels

EPEE‘s Mission The European Partnership for Energy and the Environment was set-up in September 2000 to represent the interests of the Heating, Cooling and Refrigeration Industry Our priorities for the coming years: “Making the F-Gas Regulation a success”, i.e. ensuring that the Regulation effectively reduces HFCs emissions; Growing focus on Energy Efficiency in the HVACR sector and other related issues (e.g. eco-design, eco-labelling) Our members include both F-gas producers and users: “the voice” of the refrigeration industry in Europe  Our objective: to contribute to the development of effective European policies to reduce greenhouse gas emissions from the use of refrigerants

EPEE Members Associate Members:

Energy Efficiency The EU debate is shifting towards energy efficiency and use of renewable energy sources:  Action Plan on Energy Efficiency – 20% reduction of energy consumption by 2020  Eco-design of Energy-using Products – Minimum energy efficiency requirements for certain categories of products (EuP)  Certification of Energy Performance of Buildings – EPBD  Promotion of Renewable Energy Sources – RES Directive  New Sustainable Consumption and Production (SCP) Action Plan –Green Public Procurement and revision of EuP and Eco-Labelling

Climate Change Increased pressure on the EU and international scene to reduce GHG and combat climate change – F-gases will have to contribute to post Kyoto Goals:  Climate Change Package focuses on greenhouse gases emissions (20% reduction by 2020)  Commission Communication on Limiting Climate Change to 2° Celsius  Montreal Protocol to phase-out HCFCs, and the revision of the ODS regulation puts additional pressure on HFCs  Poznan (Poland) and the post-Kyoto deal on Climate Change to be signed in December 2009 in Copenhagen  New US President Obama : the US to become active on combating Climate Change

Emission Control Pressure on the industry to make the F-Gas Regulation a success – Implementation challenge in light of the review in 2011…  The F-gas Regulation imposes strict containment requirements  The review of the F-gas Regulation in 2011 could impose further marketing restrictions  Industry to prepare the review and present the results of Supermarket Refrigeration Study  Possible extension of the F-gas Regulation to include refrigerated transport
