Stimulate demand for Green products EC Green Public Procurement Policy

Climate change Greenhouse gas emissions from 2.5 to 3-fold increase by 2050 Reduction need more than 50%

Biodiversity and natural resources Natural resource extraction up to 5 times by 2050 Ecological footprint in developed world 2.5 – 5.0 earths Extinction of species from 50 to 1000 times faster than natural processes

Consumption and Production Need for SCP Action Plan 70-80% of environmental impacts: transport, food & drink, housing (including household appliances) Focus on products !

SCP Action Plan - Core Elements 1. Better Products 2. Smarter Consumption 3. Leaner Production 4. Action at global level

Smarter consumption - Green public procurement European public authorities yearly spend 16 % of EU GDP (2 trillion €) on goods and services => “greening” these purchases can Support markets for environmentally friendly products Boost competitiveness of industry Save money

Green Public Procurement "…a process whereby public authorities seek to procure goods, services and works with a reduced environmental impact throughout their life cycle when compared to goods, services and works with the same primary function that would otherwise be procured."

Fighting climate change and resource depletion Improve the energy performance of – public buildings – office equipment (PCs, copiers..) – cars for public fleets Promote use of renewable energy sources – sustainably managed resources The power of GPP

Reduce air and water pollution and eutrophication – purchase buses and fleet cars with low emissions of particulates and Nitrogen Oxides – purchase sustainably produced food, e.g. food from organic or integrated farming The power of GPP

Status in Member States Recent study (2008) in 7 best performing Member States (UK, DK, FI, NL, AU, DE, SE) shows that, on average: 45 % of the total value and 55 % of the total number of contracts in 2006/07 were « green » slight decrease of costs when using GPP (LCC) In other Member States GPP is much less practised

EU GPP Policy Voluntary GPP 2003 IPP Communication => Member States to adopt National Action Plans on GPP 2008 Communication on Public Procurement for a better environment => 50 % GPP target Mandatory GPP Energy services, road transport vehicles, IT equipment, (future) Energy related products

Communication on Public Procurement for a Better Environment Political target of 50 % GPP in 2010 Common GPP criteria for priority product and service groups Regular monitoring and benchmarking – indicators developed by EC

Priority sectors Construction (products, buildings, works) Food and catering services Transport and transport services Energy Office machinery and computers Clothing, uniforms and other textiles Paper and printing services Furniture Cleaning products and services Equipment used in the health sector

Common GPP criteria Process of consultation with Member States and stakeholders Endorsement in national Action plans Based on existing frameworks for environmental criteria (Ecolabel, Eco-design benchmarks, Energy Star etc.)

GPP Training toolkit

GPP Training Toolkit - 3 modules Module 1 - strategic module to raise political support with decision makers Module 2 - legal module to clarify legal issues for strategic and operational levels Module 3 - operational module for purchasing officers with examples of environmental criteria for 10 product and service groups for use in public tendering procedures

Mandatory requirements Energy end-use efficiency and energy services Directive (2006) => exemplary role for public sector Energy-Star Regulation (2008)=> mandatory performance levels Directive on the promotion of clean & energy efficient road transport vehicles (2009) => mandatory performance levels

Future Mandatory requirements Energy Labelling Directive => mandatory performance levels Energy Performance in Buildings Directive => exemplary role and specific targets New EU Ecolabel Regulation => exemplary role and specific targets
