SELL Porto Acquisition policy at the national level

SELL Porto National licenses A first acquisitions program on the central budget of the Ministry of Higher Education and Research (MESR) An organisation with 3 levels: Steering Committee Technical Committee Operators Couperin is present in the steering committee and technical committee, and assists the operators because of its expertise Fall 2011: first purchases

SELL Porto Scientific Digital Library Establish a shared political control by the major players in the ESR, offering services to all communities irrespective of their status. Create new models and economic balance between public and private stakeholders in scientific publishing. BSN consists of 8 segments for which actions have been initiated by different operators (documentation specialists, research laboratories...). The infrastructure is designed to mount BSN quality, give coherence to these actions (networking) and improve the cost-effectiveness ratio. Its realization requires a repositioning of various traditional operators of STIs. The choice was made ​​ not to make this relocation a prerequisite for any action, but that it stems from policy choices.

SELL Porto Scientific Digital Library The BSN is divided into 8 segments: BSN 1: Acquisition of scientific publishing archives and subscribing to current scientific journals BSN 2: Access arrangements and accommodation to / from digital resources BSN 3: Cataloguing e-resources BSN 4: Open archives BSN 5: Digitization of the scientific heritage (journals and books) BSN 6: Long-term archiving BSN 7: Scientific publishing BSN 8: Document delivery and interlibrary loan

SELL Porto Scientific Digital Library The MESR has proposed a framework with the Scientific Digital Library. Objectives directly related to the issue of acquisitions: Meet the needs of researchers and academics by offering an scientific and technical infomation to a high level of excellence, Establish a shared political pilotage by the major players in the research landscape

SELL Porto Future investments The French government has decided to invest heavily in research projects. Funded projects are selected following calls for proposals. Projects are selected by an international jury. 22 bilions €

9 ISTEX ISTEX is a plateform dedicated to local use of e- resources at national level and an acquisition program. The project has been developped by CNRS, ABES and Couperin was presented to the jury of IDEX in March. The project has been preselected. Couperin expects the international jury made ​​ known the final outcome of its deliberations in July

SELL Porto National purchases by mutualization Couperin will propose a new procedure for the acquisition of e-books, which aims to coordinate purchases by aggregating spending to obtain a national license for selected titles.. The peculiarity of the model is to obtain a national license acquisitions without the contribution of central funds, and without requesting specific contribution to schools outside their current acquisition policy. Originality is to aggregate individual needs and expenses that were allocated to the purchase of certain resources to benefit all communities potentially interested.
