The scope PSI – what kind of information it is?  administrative data  collected on mandatory basis (not economic basis) We have to deal with two issues  the use of data shall be economically efficient, while the purpose of data is administrative  extra stress on personal data security

Demand PSI is a resource, that can be used to create additional services (value added) Higher quality of the existing services New services for the consumers New businesses, new jobs New niche markets for small companies New possibilities for the knowledge based economic activities PSI is a means to improve public sector services Accessibility Transparency More efficient public administration

Demand Directive underlines different points in different countries: Harmonisation of national PSI systems at EU level Development of national PSI systems (accessibility of PSI, increasing number of the available information resources, improving efficiency of the information provision procedures)

Other outcomes Deepening of the Common market (better integration of economic activities) both Due to better access to PSI – as a resource - from the whole EU and Due to better understanding of public administration in the EU Harmonisation of public administration elements in the member states

Implementation problems Interaction among public and private sectors Procedures Traditions Interaction among public sector subjects (institutions) in the country Interaction among public sector institutions of different countries

Implementation Successful interaction between private and public sectors requires equal competition ground in terms of: Access to PSI Pricing Successful interaction between public sector institutions requires efficient public sector administration. (In Lithuania – public sector administration reform is necessary): Clear functions Accountability Use of ICT (yet, as a means only)

Implementation. EU dimension Theoretically. An efficient national PSI system shall be created which further is modified in order to comply with general requirements, set by the directive Practically. Separate elements of the existing Lithuanian PSI system are being changed according to the requirements set by different the EU legislation. In terms of the EU the system is harmonized, however in national terms - very much fragmented Mosaic reform – would be very difficult in the short run, but could become efficient in mid and long term (mainly depending on the speed of changes)

Pricing How information provider will compete with the information source? Separation of activities Single and transparent pricing for all market participants Equal and clear market entry requirements

Conclusions The Directive provides for new business and better public administration opportunities The costs are public sector adjustment to the requirements (the changes themselves are beneficent for the society). The risks – (1) too generous financing of the adjustment costs (2) slow adjustment Creation of competition in this market is an essential precondition for positive directive implementation consequences to emerge. The risk – information market will not be opened for competition
